Description San Juan County is excited to invite candidates to apply for our Project Manager OR Senior Project Manager position depending on qualifications. The Project Manager salary ranges from $82,756.85 to $107,496.30 annually, and the Senior Project Manager salary ranges from $89,580.45 - $116,359.74 annually. The Project Manager classification series is primarily responsible for the development and implementation of capital projects and related services and programs for an assigned department. Duties and responsibilities are based around complete and comprehensive project management functions throughout all phases of a project including planning, design, and construction. Depending on the business needs of the County, these duties and responsibilities may be performed directly by the individual, indirectly through the supervision of assigned technical staff, or indirectly through the management of County contracted vendors, consultants, and contractors. Examples of Essential Duties
  • Overall project manager for projects with multiple dimensions. Manages vendors, consultants, and contractors in support of assigned projects. Prepares solicitations, submits grant applications, evaluates proposals, and administers contracts. Supervises assigned department staff.
  • Technical expert for multiple projects and programs. Provide technical expertise in the evaluation and analysis of complex, sensitive, and political issues. Provide technical supervision, oversight, and quality control for specific disciplines.
  • Prepares, coordinates, and leads project meetings with public and private entities, design professionals, utility companies, regulatory agencies, advisory groups, and political leaders.
  • Obtains all project permits, approvals, and entitlements by researching, interpreting, and evaluating the regulatory framework of all agencies with jurisdictional authority. Coordinates other design professionals with subject matter expertise necessary to prepare, submit, and obtain permits.
  • Manages the acquisition of property rights (easement or fee, temporary or permanent) necessary to facilitate capital projects. Researches deeds, conveyances, surveys, and other contemporary and historical documents of records. Coordinates and assists land surveyors in the collection of field data.
  • Prepares complete contract documents for bidding purposes including plans, specifications, and estimates in accordance with Federal, State, and local regulations. Manages, inspects, and directs projects under construction. Responsible for project scope, schedule, and budget.
  • Acts within the scope of his or her responsibilities, working as a public employee with courtesy and professionalism, and adhering to the highest standard of ethics in accordance with RCW 42.52.
  • Other duties as assigned.
  • Minimum Qualifications
    • A Bachelor's degree in civil engineering and three (3) years of experience in civil engineering OR any equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities to perform the essential functions of the job.
    • A Washington State Driver's License
    To be considered for the Senior Project Manager classification, candidates must meet all of the qualifications above, in addition to eight (8) total years of experience in civil engineering and two (2) years of supervisory experience. Supplemental InformationPHYSICAL AND MENTAL REQUIREMENTS: Requires frequent sitting, standing and walking. The employee is occasionally required to lift objects weighing up to 10 pounds and must infrequently lift more than 20 pounds or carry objects with both hands and arms. Frequently requires continuous hand and finger movement. Frequently requires visual acuity at 20 inches or less, and frequent hearing acuity for speech discrimination. The employee must be able to talk and to receive and understand written and oral communication and give written and oral instruction. WORKING CONDITIONS: Frequent need to travel within the County to remote worksite locations using the State ferry or a County boat. Approximately 25 percent of the work is performed outdoors, and the remainder is performed in an office setting. Outdoor work is performed in all weather conditions including dangerous conditions resulting from severe weather events including heavy rain and flooding, snow and ice, high winds and storms, and extreme temperatures (hot and cold). Some work is performed in hazardous conditions requiring knowledge of, and adherence to, of all applicable safety precautions including the proper use of personal protective equipment (PPE).
