NightWing is looking for a Senior Technical Project Manager (PM) SME who will create and manage a Sensitive Acquistion Support Program. The Project Manager will have the overall responsibility to work independently in the collection, coordination and acquisition of foreign technical equipment. The selected candidate will work within a team of intelligence professionals providing insight to the program through cutting edge collection and distribution to other professionals with the IC. All of the below is critical to the success of the customer and NightWing mission at large.
Basic Qualifications for the Senior Project Manager SME:
* Bachelor's Degree or equivalent certification
* U.S. Citizen with TS/SCI with poly clearance upon application submission
* Knowledge of the Project Management Framework
* Willing to travel to other vendor sites in the collection of the materials for special events
* Performing in a professional front office environment with integrity while managing a daily professional decorum
* Conducting task independently and communicate effectively to team members and customer stakeholders
* Demonstrated ability to perform in a SETA-like capacity, one who can demonstrate the ability to collect technical requirements, drive program plans; and identify technical opportunities.
* Experience with a background in Semiconductors or Microelectronics
* Experience with technical agency operations, including technical Foreign Material Acquisitions {FMA}, working with CI and operational elements and managing tactical operation activities
Required Experience and Direct Qualifications:
* Strong knowledge and experience with the coordination of Operational plans and topics
* Knowledge and experience and familiarity with cable writing to customer locations abroad
* Experience with coordination with Senior members and liaison with IC stakeholders
* Ability to develop and document a program plan and proactively manage the execution of the program with other IC stakeholder insight
* Demonstrated ability to build a comprehensive database of materials that are collected | procured while providing Who, What, When and Where the materials originated or its origin
* Serve as the clearinghouse for material procurements while establishing routes and vendor request, along with establishing a process for maintaining and updating data as it arrives
* Strong understanding and experience with facilitating quarterly working groups within the customer environment and provide IC level support in the coordination of mission efforts
* Ability to administratively standup of the resources and staff needed to conduct the customer mission
* Ability to coordinate with IC level stakeholders and partners to open up procurement channels for the materials and coordination of those materials for testing when required
* Experience with the establishment of a review process for the sensitive acquisitions along with review as the customer primary focus
* Assisting in preparation of documentation and dissemination of research results to the organizations within the IC
* Experience or have the ability to work with EMS, and other organizations within the IC

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
