Job Description: Project Manager III provides project management duties involving the support of the assigned principal project manager for project initiation, planning, coordination and execution of the technology installation portions of new construction and renovation projects that generate from the Maintenance and Construction Department for the different facilities for the State of Texas Supported Living Centers and State Hospitals. This will include management of the construction/installation of video surveillance/monitor systems, building automation systems, fire control/notification systems/fiber, personal alarm systems, digital antenna booster systems, patient wi-fi, emergency notification alarm systems, and other infrastructure. The Project Manager III communicates with the different stakeholders, facility personnel and other relevant parties on regular basis. The Project Manager III assists the principal project manager in directing the work of installation contractors, construction managers, design architects and engineers on assigned projects, and is responsible for adherence to the terms of the applicable contracts. Project Manager III works under the supervision of the Senior Director and/ or Director of Construction Services, with defined latitude for the use of initiative and independent judgement. Essential Job Functions: 1. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 2. Responsible for administration of contracts for professional services providers (architects, engineers, and other special consultants), systems installation contractors, and construction contractors. 3. Manages construction schedules and ensures work coordination by and between construction and installation contractors. 4. Assists the development of bid packages and assists with the development of resulting contracts. 5. Responsible for the administration of installation contracts and budget/timeline adherence. 6. Provide technical subject matter support to stakeholders and management relating to proposed technological solutions and their integration into the HSCS infrastructure. 7. Acquire and maintain a Certified Texas Contract Manager license as issued by the State of Texas. 8. Employee actively participates and/or serves in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation to include the testing, training and exercise programs. 9. Other duties as assigned for project or department related requirements. Knowledge Skills Abilities: •Knowledge of construction project management guidelines and practice applicable to moderate scope projects; familiarity of local, state and federal laws and regulations relevant to the project assigned. •Skill and knowledge in construction project management monitoring; ability to understand and address changes in scope and budget. •Shows proficient skill in the use of personal computers and applicable programs, applications and devices. •Ability to exercise sound judgement in making recommendations for critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills and to identify project risks. Ability to understand construction process and completion, and different construction procurement methods, to prepare reports and organize project documents, to communicate effectively and to coordinate the work of others. Registration or Licensure Requirements: Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire Initial Selection Criteria: Graduation from an accredited four-year college or university with major course work in Architecture, Engineering, Construction Management, or IT and Business Management. Experience can be substituted for a degree on a year for year basis. Project Management experience. Preferred experience in managing technology infrastructure projects, commercial, and/or Healthcare construction. Additional Information: Teleworking: This position will be responsible for managing the construction projects across the state of Texas, potential assignment headquarters may be designated at state office in Austin or at any one of the state hospitals or state supported living centers. This position has an opportunity to telework. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters. There is no guarantee of permanent telework, employees must meet telework eligibility requirements in accordance with agency policy, and any telework options are subject to change. A telework employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
