Salary: $19.68 - $25.00 HourlyLocation : Sheboygan, WIJob Type: Full TimeJob Number: 2024-156Department: FinanceOpening Date: 11/18/2024Closing Date: ContinuousPurpose and Summary Responsible for the processing of payroll and related fringe benefits. Responsible for all federal, state, unemployment and retirement deposits, reporting and filings. Coordinates the design and implementation of County-wide payroll processes and is responsible for maintaining accurate accounting and payroll records. Acts as a payroll resource for all County employees. Essential Duties
  • Process the County's various payroll transactions, including but not limited to rate changes, termination payouts, deductions, benefits, and accrual (DBA) changes.
  • Ensure all contracts, Sheboygan County policies and Federal and State regulations are implemented and enforced.
  • Maintain all County payroll records.
  • Review and verify all payroll exception reports, registers, time and pay journals, and DBA registers.
  • Transmit the payroll ACH file to the bank.
  • Prepare and reconcile monthly, quarterly, and yearly Federal and State tax statements, reports and payments.
  • Adhere to all deadlines involved with the issuance of tax filings for the 941, and W2's and all other related filings for payroll processing.
  • Process group life insurance applications, deductions and monthly billings.
  • Review payroll data for unemployment compensation requests and monthly payment.
  • Maintain WRS information for County employees (i.e. enrollments and corrections) and prepare required WRS calculations, reconciliations, reports, payments, and filings with the State Retirement System (ETF).
  • Prepare periodic reports as required and requested by County, State, or Federal agencies.
  • Process W2's and related electronic transmittals.
  • Interpret policy for appropriate design and integration into payroll processes and procedures.
  • Identify and assist with correcting deficiencies in internal controls.
  • Ensure compliance with applicable requirements, codes and policy for records retention and documentation.
  • Works closely with Human Resource Department to ensure all employee pay rates, deductions and benefits are accurate.
  • All other duties as assigned.
Qualifications
  • Associate Degree or equivalent in accounting or closely related field.
  • Five or more years of experience in processing and reporting payroll.
  • Considerable knowledge of common office application, particularly MS Office applications. Competency in word processing and spreadsheets.
  • Ability to communicate effectively with others.
  • Ability to establish and maintain effective public, staff, and inter-departmental working relationships. Must exercise tact and courtesy.
  • Knowledge of general office equipment, including copier, fax, scanner, etc.
  • Ability to demonstrate reliability, resourcefulness and good judgment.
  • Ability to deal with sensitive data in a confidential manner.
  • Ability to maintain a high level of discretion and integrity.
  • Ability to comprehend payroll, labor contracts, labor law, financial and technological information.
  • Ability to carry out complex oral and written instructions.
  • Supervision received is minimal.
Work Environment & Physical Requirements
  • Work is performed primarily in a standard office setting. Ability to frequently lift up to 20 pounds and a combination of sitting and standing postures may be required. Ability to regularly work 8-hour days and 40-hour weeks.
  • Must be able to operate standard office equipment including telephone, computer, facsimile, calculator, printer, and photocopier.
  • Risk of blood borne pathogen exposure is considered low.
Working Relationships
  • Reports directly to the Finance Accounting Supervisor. Frequent contact with other Finance Department employees, County employees in other departments, vendors, and members of the general public. Works closely with Human Resources Department and occasionally interacts with County Board members.
