The Projects and Tanks Health and Safety Director oversees the coordination of the HSE management system for the Midstream Projects group and the Midstream Tanks Center of Excellence, ensuring compliance with safety regulations and work procedures. This role supports business objectives and manages the overall health and safety program for both organizations. This position supports two organizations that are under one general manager. The Midstream Projects group supports all pipeline and facilities projects. The Tanks COE primarily supports tank cleaning, API 653 inspections, and repair projects for all tanks across Midstream and Refining. This employee will directly support some projects and ensure oversight of others. This position currently has 5 direct reports.
Responsibilities may include:
Ensuring safe management of all projects to fulfill the needs of the Midstream capital growth program and Long-Range Plan (LRP)
Ensuring proper Site-Specific Safety Plans are developed, reviewed, and updated for growth projects.
Performing field verification site visits to ensure compliance with the Phillips 66 Life Saving Rules and Phillips 66 Health and Safety policies.
Provide leadership and direction as it relates to all areas of safety and mentoring.
Coordinate with project teams and participate in bid meetings, contractor selection, and pre-construction meetings.
Identifying, developing, coordinating, implementing, and managing all H&S training as required for projects personnel.
Coordinating incident reporting, investigation, and documentation with corrective action tracking and oversight with use of the P66 reporting system
Utilize injury management principals and working closely with contractor management during incidents.
Supporting projects during internal/external auditing as needed. Ensuring corrective action plans are developed, documented, and coordinated
Establish and maintain effective working relationships, by fostering a strong safety culture.
Supporting and ensuring compliance with Phillips 66 Contractor Safety Program
Collecting and maintaining H&S KPI's for internal/external reporting and management reviews.
Developing tools to help Project Managers, Construction Superintendents and Construction Field Representatives measure how projects are progressing and meeting expectations of site safety plan.
Work effectively with field safety specialists to ensure support and oversite of projects in their areas.
Provide safety management and support of all tank cleaning, repair, demolition, and other related activities.
Participate in major project pre-bid and kick-off meetings to train and raise awareness.
Required:
Legally authorized to work in the job posting country
Bachelor's degree in occupational health and safety, Construction Management, or related field.
8 or more years of experience with applicable Federal, State and Local rules and regulations as they apply to Occupational Safety and Health
Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC).
Required to carry a cell phone and be available to respond during working and non-working hours.
Willingness to travel, with or without reasonable accommodation, to field sites approximately 40%
Must be willing and able to perform the following:
Climbing, lifting, and working outdoors.
Walk, stand, stoop, sit, climb, and carry material on even and uneven terrain.
Drive a vehicle.
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals.
