Job DescriptionResponsible for performing a variety of unskilled and semi-skilled manual labor tasks related to the maintenance, repair and rehabilitation of City parks and public grounds An employee in this class performs routine manual labor in the maintenance andupkeep of public facilities, buildings and all city streets for leaf and snow removal. Work is performed under the general supervision of the Property Maintenance Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity andquality of work performed.ESSENTIAL JOB FUNCTIONS
- Operates push or riding mower and weed eater to mow and maintain city properties to include cemetery, turf and athletic fields maintenance, building and facility grounds; trims trees and bushes.
- Operates mowing tractor with attachments to bush hog and mow rights-of-way.
- Operates leaf blower or leaf rake to collect leaves; operates leaf vacuum to collect leaves.
- Places and distributes mulch at city buildings and facilities and performs related landscaping work.
- Cleans and maintains work area and buildings.
- Collects brush and tree limbs and shreds using gas powered woodchipper.
- Works with team to pick up and dispose of bulk leaf collection and yard waste.
- Assists with removing sidewalk obstructions and flood clean up.
- Assists with set-up, tear-down and cleaning for city sponsored special events.
- Assists with winter snow/ice removal, landscaping, and litter removal.
- Participates in the City's safety program and adheres to safety procedures and policies.
- Performs other related job duties as assigned.
QUALIFICATIONSEducation and Experience:High school diploma or GED Equivalency; some experience in general maintenance of grounds including turf, shrubs, trees, and related equipment maintenance is preferred or an equivalent combination of education and experience. Special Qualifications: Requirements exist at the time of hire and as a condition of continued employment.
- Possession of a valid Class C Driver's License
- NCDOT Flagger Training (within 1 year of hire date)
- Chainsaw Safety Training (within 1 year of hire date)
- Crowd Control Training (within 1 year of hire date)

- Knowledge of hazards and applicable safety precautions associated with assigned area of work.
- Skills in the use of equipment to which assigned.
- Ability to operate light and medium equipment.
- Ability to perform manual labor for extended periods in all weather conditions.

PHYSICAL DEMANDSWork in this classification is defined as heavy work requiring the physical exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds frequently, and/or in excess of 20 pounds of force constantly to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, handling and repetitive motions. Work requires dexterity in the hands for typing and operation of standard office equipment and visual acuity is necessary to read handwritten and typewritten materials and to operate a computer terminal. Vocal communication is required to express or exchange ideas. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection of products, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Employee must have the stamina to work for extended periods some of which in emergency situations.WORK ENVIRONMENTWork is primarily performed in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage. Employee is subject to atmospheric conditions due to exposure to fumes, odors, dusts and oils.
