Proof of licenses, certifications, and/or education must be submitted with each application.Under general supervision, facilitates, coordinates and expedites the development, design, review, approval, and construction of County capital building projects and renovations. This is commercial construction of various levels including new buildings requiring design, bid and construction. Each Specialist must manage multiple projects concurrently.Responsibilities: Plans, coordinates, and manages capital projects.Manages the work of consultants, contractors, and others.Coordinates project tasks with the work of other departments.Administers capital improvement construction contracts.Using MSProject, coordinates work between contractors, consultants, County agencies, and other components of local government.Arranges and conducts meetings with consultants, contractors, and the public.Performs field inspections of sites.Establishes and manages capital budgets and schedules along with determining the method of contract delivery on construction projects.Reviews, approves, and comments on consultant proposals, plans, designs, and specifications to ensure compliance with County standards and objectives.Utilizes GIS and computer aided drafting and design to make recommendations for solving technical design problems.Maintains records and prepares reports of program activities.Administers County on-call  construction contracts.Coordinates all activities for the completion of a capital project, including the acquisition of all furniture, fixtures and equipment.Visits job sites where repair, renovation, or installation work is performed to ensure timely completion of projects.Inspects work done by County maintenance workers and private contractors.Maintains records of labor hours and materials used to complete project.Oversees the utilization of space in County facilities and any relocation of County offices. Each position may not be required to perform all of the essential job functions listed.Minimum Qualifications:Possession of a high school diploma or an appropriate equivalent plus six years' experience in sub-professional engineering, construction (preferably construction), construction inspection, or a closely related field.(Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)Licenses and Certificates:Possession of a valid driver's license equivalent to a noncommercial class C Maryland driver's license is required at the time of appointment.Proof of Licenses, Certifications and Education:Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study.
