Job Duties
VDOT's Right of Way and Utilities Division is seeking to fill a vacant Property Management Specialist Senior Supervisor position. This position will be responsible for certain administrative functions within the Property Management Section, to include administering the procurement of right of way consultant contract services and management of existing right of way services contracts; the evaluation and processing of applications for inclusion on VDOTs list of pre-approved vendors by third party right of way and/or appraisal consultants; coordinating the education and workshop for the Property Management Section with Central Office staff; performing audits of revenues generated through lease or sale of property to ensure monies are properly credited and perform audits of property management files to ensure compliance and consistency in program; and may be required to complete research of VDOT title concerns for inquiries received from entities outside of VDOT and process, prepare, review and maintain documentation for successful and/or leasing and improvement management of properties.
This position will provide direct daily supervision of up to three employees and will be responsible for overseeing the transfer of properties between the Right of Way and Utilities Division and Capital Outlay Facilities Management Division, the project acquired right of way on urban roads to the Localities, and utility easements acquired during the Eminent Domain process to the Utility owners; and must also manage division responsibilities of the Right of Way Use Fee Program as required by the Code of Virginia and coordinate with the State Corporation Commission.
Minimum Qualifications
* The selected candidate must be able to interpret state and federal regulations, rules, laws, policies/procedures, formulate recommendations for revisions to policies/procedures for statewide Property Management program and assist the Program Manager with development and implementation of statewide policies and procedures.
* Must have experience in a supervisory or project management role.
* Must be able to communicate effectively orally and in writing with diverse audiences and skill in the use of computers and web-based applications.
* Must have the ability to read and interpret property plats and plans; conduct research, analyze data and make accurate conclusions and the ability to apply engineering principles, practices and procedures to utility and highway design.
Additional Considerations
* A combination of training, experience, or education in Real Estate, Business or Public Relations preferred; equivalent experience or training may substitute for degree.
* The preferred candidate will have a legal background with experience in real estate/property management and/or previous procurement experience.
