ABOUT THIS POSITION The City of Phoenix Arts and Culture champions, promotes, and supports the City's arts and culture community to make Phoenix a great place to live, work, and visit. The department manages an award-winning public art program, grants funds to artists and nonprofit arts organizations; oversees a dozen cultural facilities, promotes arts learning for youth; professional development opportunities for arts administrators and individual artists; and participates in national studies and research that make a strong case for the arts and demonstrate their economic, social, practical, and educational benefits. Arts and Culture seeks a dynamic individual to serve as a property manager to manage City-owned cultural facilities and tenant partner operations and functions. Responsibilities can include lease administration and negotiations; allocating space; reviewing, inspecting and approving construction and remodeling projects; developing and managing operating and major maintenance plans; resolving tenant issues, complaints, and disputes; overseeing or leading facility projects, event support, and programs; overseeing code-required programs such as developing, implementing and providing training in support of site Emergency Evacuation Plans; developing policies; developing, negotiating, and enforcing operating agreements; and supervising professional, paraprofessional, and clerical employees. KEY JOB DUTIES
  • Develops and manages the Operating Budget for these cultural facilities and prepares funding requests based on the Facility Condition Assessment maintenance cycle data and existing needs.
  • Develops and manages Operating Agreements with tenant partners, as well as vendor contracts and other agreements, making sure that they comply with all requirements and resolving issues appropriately and timely.
  • Develops and manages both minor and major maintenance plans, as well as monitor property replacements, making sure that they are executed based on funding availability and giving due consideration of the tenant partners' operational and programming activities.
  • Manages approved General Obligation (GO) Bond projects for Arts and Culture-managed cultural facilities, working in collaboration with City Engineers Office Procurement and Project Management team and tenant partners.
  • Monitors work orders and makes the necessary follow-up with Public Works and contracted vendors for timely response and resolution of maintenance issues.
  • Conducts weekly property visits, documents findings, and communicates issues and concerns to tenant partners.
  • Prepares the quarterly utility reimbursement Sales Orders per Operating Agreement and sends the invoices correctly and timely to tenant partners.
  • Conducts regular meetings with respective tenant partner and attends the monthly Customer Service meeting with Public Works.
  • Serves as Admin Support function back-up in the agency.
  • With the department head, proactively identify internal opportunities and challenges and work to address them.
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
SALARY Pay Range: $76,627.20 - $131,040.00 annually. Hiring Range: $76,627.20 - $107,806.40 annually. Pay Range Explanation:

  • Three years of experience managing commercial or public works property, or managing public works construction projects.
  • One year of supervisory experience.
  • Bachelor's degree in property management, public or business administration, communications, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
  • Experience managing Capital Improvement Program projects.
  • Experience managing Capital Improvement Program budgets.
  • Experience in budget development and management.
  • Experience in construction project management and/or facility management.
  • Experience using Microsoft Excel, Word, and PowerPoint.
