Responsible for minor building maintenance and repairs.Coordinate the development and deployment of the Archibus system and provide training on the use and implementation of the Archibus facility operations software.Liaison between Divisional Headquarters (DHQ) and Territorial Headquarters (THQ) on the Archibus system.Liaison to the Area Commands for property related items.Direct all major property projects from start to finish, including weekly / bi-weekly site inspections, liaison between contractors and management, providing status reports to the Property & Insurance Director, conducting the punch list and verifying completion.Provide assistance in securing comparable, competitive and complete bids for property projects, where necessary coordinate work through completion.Conduct property inspections throughout the division to assess capital assets. Assisting local leadership in determining pressing property needs.Provide direction to Corps Officers and Institution Directors on Maintenance and Operations.Develop and implement preventative maintenance protocols and subsequent handbook throughout the Division.Assist in preparation of property department manuals and contracts as requested by the Property and Insurance DirectorEnsure proper preventative maintenance schedules are established and maintained at the Division/Command and unit level.Help interview and assess Facility Maintenance Staff and Lead Maintenance personnel.Provide assistance (as requested by officers and directors), in coordinating constructionOn complex projectsNew ConstructionBuilding RenovationCode ViolationsCoordinate repairs of properties being sold as required to pass inspections.Quarters maintenance.Coordinate the development and deployment of the Archibus system and provide training on the use and implementation of the Archibus facility operations software throughout the Division.Liaison for Division/Command on the utilization of the Archibus software.Research and recommend energy saving measures on Salvation Army properties.This may include Solar, and/or Wind energy, lighting upgrades, and new building control systems.Ensure effective operation and maintenance of properties by creating an environment that ensures high quality customer service and maintains properties in line with the Salvation Army standards of operation through oversight of vendors and property partnerships.Oversees construction at properties. Monitors and reports on construction progress to ensure work is consistent and timelines are met.Responsible for meeting with general contractors and potential vendors through negotiation and contract execution.Drives projects to successful completion. Monitors timetables and progress. Engages with contractors to resolve problems and achieve goals. Implements, improves and establishes policies, goals, standards of work and work processes to ensure maximum productivity and efficient delivery of services.Other duties as assignedREPORTING RELATIONSHIPSThis position reports to the Property & Insurance Director.This individual interacts with Corps Officers, Directors, Institution Directors, Vendors, Applicants, DHQ staff and department heads.In contacts related to this position's duties, this individual acts as a representative of TheSalvation Army and its mission.PERFORMANCE MEASUREMENTSThis individual will be evaluated on how effectively the outcomes of this position are achieved. Timeliness and accuracy of accomplishing projects will be reviewed and an evaluation of how effectively service is provided.EDUCATION/EXPERIENCE
- Technical degree or bachelor's degree in maintenance or construction - related field.
- At least 10 years of experience in maintenance of multiple facilities and/or property management Real estate and / or construction negotiating skills are preferred
- Strong project management experience
- Excellent time management and prioritization skills and the ability to manage multiple projects simultaneously
- Budgeting and forecasting experience
- Ability to comprehend, analyze, and interpret complex business documents. Ability to respond effectively to sensitive issues.
- Ability to make effective and persuasive presentations on complex topics to team members and leadership.
- At least an intermediate level of competency with Outlook, Excel, Word, SharePoint and PowerPoint.
- Experience with nonprofit organizations is preferred
- Willingness and ability to work various hours which may include evenings and weekends.
- Certified Facility Manager (CFM) certification helpful, but not required.
- Professional Archibus certification required; one year after implementation.
- Valid Driver's license/MVR clearance.

POSITION LIMITATIONS
- This individual will only commit Army resources that have been allocated or approved.
- This individual will keep the Property & Insurance Director informed on all critical issues relating to their area of responsibility.
- This individual will adhere to all policies and procedures in carrying out the responsibilities of this position.
PHYSICAL DEMANDS/WORK ENVIRONMENT
- This position is required to do significant physical work and must be able to lift and/or move 50-100 pounds.
- In order to successfully perform the essential functions of this position, the employee is regularly required to use equipment and tools used in a construction setting.
- The work environment for this position includes an office environment with an average noise level.
- Must be able to drive and climb stairs.
- Must be able to travel to assigned sites and navigate a wide variety of sites/accessibilities for appraisal, work and evaluation of projects.
