Job Description:

THIS POSITION WILL REMAIN POSTED UNTIL FILLED

The Prothonotary and Clerk of Courts Manager directs, plans, oversees and evaluates all functions of the Prothonotary/Clerk of Courts Department. The Department functions as the filing office and holder of records for all civil and criminal matters. Department Manager will work closely with Court Administration, Judges and their staff, and the Sheriff Office to ensure timely processing of filings and service.

* Administer office practices set forth by the Director of Judicial Services and Records

* Ensure the department is following Criminal and Civil Rules of Procedure

* Payroll processing and authorization of paid time off requests

* Perform accounting functions, including balancing of cash drawers, preparation of deposits, bank transfers, distributions and reports.

* Reconciliation of bank accounts

* Budget preparation and monitoring throughout the year

* Complete monthly/quarterly reports which include collections, distributions, number of filings and County revenue

* Planning and implementation of record preservation projects

* Coordinate scheduling of staff for efficient operations

* Oversee training of all personnel

* Comprehensive knowledge of the goals and objectives of the Division of Judicial Services and Records

* Proven knowledge of supervisory methods and leadership techniques

* Thorough knowledge of budget preparation

* Knowledge of record retention standards including maintenance, purging and retrieval of such records

* Ability to motivate employees and establish working relationships with associates, representatives of the Court, County and State agencies, and the public

* Ability to organize and coordinate an efficient workflow process for merged offices

* Proficient in the use of various computer software including but not limited to Microsoft Excel, Microsoft Word, and Quick Books.

* Knowledge of criminal and civil proceedings and filings

* Familiarity with the Rules of the Pennsylvania Courts

* Strong oral and written communication skills

* Ability to function as part of the Judicial Services and Records Team, collaborating with fellow department managers and the division head to achieve the goals of the division and Luzerne County.

* Completion of a Bachelor's Degree program from a regionally accredited college or university

* Minimum of five years administrative work experience in a judicial, legal or governmental organization, which has included two years in a management/supervisory capacity

* Any equivalent combination of acceptable education, training and experience which has provided the knowledge, skills and abilities cited above
