As a Public Affairs Specialist your duties will include but are not limited to the following:
* Develop and execute communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, and the kind of information various groups want or need.
* Evaluate the impact and effectiveness of communication plans and advise management if efforts should be discontinued, emphasis changed, or coverage expanded in improving intercommunication between organization and various audiences.
* Create and manage content across various digital platforms to effectively convey information concerning complex and controversial mission-critical programs and functions.
* Author news releases, public service announcements, presentations, feature articles and web-based multimedia products designed to convey complex information in a clear, accurate, interesting, and engaging manner to publics with varying levels of comprehension of agency programs and policies.
* Establish and maintain working relationships with a variety of individuals.

Minimum Qualification [GS-12]
To qualify for the GS-12, you must have one (1) full year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service that demonstrates the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Specialized experience may include: evaluating public affairs, communications or outreach programs for effectiveness and implementing appropriate improvements; working with leadership and managers to anticipate, identify, and address partner concerns; recommending communication strategies compliant with pertinent laws and policies; and developing outreach or interpretive strategies to support public understanding of complex issues and topics.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
