Summary You will serve as a PUBLIC AFFAIRS SPECIALIST in the COMMAND COMMUNICATIONS OFFICE of NAVAIRWARCENAC DIV. The incumbent will act as a primary communication advisor for both the NAWCAD Commander and Executive Director, overseeing the implementation of Command-level Communications, encompassing both internal and external communication channels. The duty location of this position is Patuxent River, MD. Responsibilities You will conduct or assist in NAWCAD's overall public affairs program, which consists of public information, internal information, and community relations. You will plan and execute strategic communication efforts, while collaborating with senior leadership to shape and disseminate key messages, including mission and vision statements, strategies, and communication plans. You will develop public affairs related products to convey long-term assigned program/project vision and objectives, while incorporating input from senior leadership (e.g. managers, supervisors, etc.). You will recognize interests that could impact communication efforts, such as budgetary concerns and program initiatives, while staying abreast of relevant media coverage and actions. You will assess the effectiveness of communication resources by continuously refining and monitoring communication plans to ensure alignment with overarching agency goals and messages. You will provide counsel to the Commander and senior staff members on all matters related to public affairs. You will respond to news media as an official command spokesman. You will clear and release scientific and technical information in support of the public affairs program. You will accomplish other duties as assigned. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS 12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating a mastery of communication principles, methods, and practices to provide expert public affairs, and media relations to employees, management officials and program stakeholders; 2) Producing digital communications such as social media, digital photography, video production and/or graphic design; 3) Planning and executing strategic communication efforts, while collaborating with senior leadership to shape and disseminate key messages, including mission and vision statements, strategies, and communication plans; 4) Developing public affairs related products to convey long-term assigned program/project vision and objectives; 5) Applying job-relating experience to recognize interests that could impact communication efforts, such as budgetary concerns and program initiatives, while staying abreast of relevant media coverage and actions; and 6) Assessing the effectiveness of communication resources by continuously refining and monitoring communication plans to ensure alignment with overarching agency goals and messages.
