The position will be scheduled 2 days per week in the Health Department and 3 days per week in the Emergency Management Office.Examples of Duties Emergency Management:
  • Writing and electronically submitting press releases.
  • Maintains a variety of records including financial reports, mileage records, bi-monthly wage/salary reports and invoices receipt and payment.
  • Assist with annual budgets and data collection.
  • Maintain meeting calendar with the Emergency Management Director.
  • Answer questions from public and staff on a wide range of topics.
  • Access information for employees and the public.
  • Attend and participate in committee and public meetings as directed.
  • Develop and maintain all documentation related to towers and tower sites; coordinate tower leases and contracts; provide ongoing oversight of county communications systems.
  • Participate in emergency management training to assist with emergency management duties.
  • Participate in regional and state emergency management meetings.
  • Assist with grant writing and donation requests for public outreach opportunities.
  • Work with community non-profit and volunteer organizations in preparedness and resiliency activities.
Public Health:
  • Serve as Department's first point of contact for telephone and visits for service.
  • Schedule appointments for public health services as needed.
  • Process incoming mail.
  • Submit payment information for Environmental Health program including creating electronic invoices.
  • Provide clerical support for Health programs including mailings, invoices, data entry, etc.
  • Data input into electronic medical records.
  • Code statements/invoices for payment, copy and mail.
  • Update Health Department webpage and social media websites as necessary.
  • Make recommendations, help develop and implement new policies as required.
  • Enter immunizations into the WIR Program.
  • Review and run programmatic reports when necessary.
  • Print birth records and send new baby information to parents; destroy birth records after 1 year.
  • Assist in maintenance of general files.
  • Maintain the employee healthy snack baskets including purchasing food items and restocking baskets.
  • Attend in-service meetings and professional development seminars.
  • Follow agency computer procedures and enter agency information with accuracy into computer programs.
  • Use of Microsoft Office Products as well as computer programs specific to the Public Health.
  • General clerical duties such as the use of office equipment including copier, fax, telephone, 10-key adding machine, etc.
  • Understand the strategic plan including the mission, vision and values of the department.
  • Respect diversity of all those served by the department.
  • Ability to work as a team to ensure public health programs run efficiently.
  • Ability to adapt to different work settings and within the community.
  • Perform duties/tasks as assigned and instructed by the Health Department Director.
  • Other duties as assigned.
Qualifications
  • An Associate's Degree in a field related to modern office practices, including accounting concepts and procedures.
  • Experience using standard office equipment.
  • One year of experience using computers including word processing, spreadsheets, database, and Internet.
  • Must possess good written/oral communication skills.
  • Must possess a valid driver's license
  • Experience working with local government and/or non-profit organizations
  • One college level course in bookkeeping and/or accounting preferred.
  • Knowledge of preparedness programs or national incident command structure preferred.
  • Experience with electronic medical record software preferred.
  • Knowledge of programs provided by the Health Department preferred.
  • Experience or training with incident management or resource management preferred.
  • Experience with emergency services or non-profit organizations preferred.
Physical Requirements:Requires sitting in one location for extended periods of time, extensive keyboard entry at computer, and ability to answer phone calls.Ability to stand, walk, bend, kneel and sit for extended periods of time.Finger and arm dexterity sufficient to type, reach, perform clerical duties and drive.Ability to talk and hear sufficient to communicate in person and using electronic devices such as a telephone and a computerShifts and Work Hours:Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. Depending upon the position, full-time employees may be scheduled either 37.5 or 40 hours per week.Shifts for Dispatch personnel will vary, but cover 24-hours per day, 365 days per year. Applicants for these positions must be flexible. .Insurance:Health insurance is available to regular employees that work 26 hours per week or more and those that are eligible for participation in the Wisconsin Retirement System. Coverage is effective upon completion of one full calendar month of employment.Both Disability and Life Insurance are available.A Section 125 Plan (Flexible Spending) is available.Sick Leave:Sick time is accumulated at the rate of eight (8) days per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more. New employees are provided with 37.5 or 40 hours upon hire (in addition to the monthly allocation), which may be used for any purpose during the first year of employment.Vacation for full-time employees scheduled 1950 hours per year:Upon Hire: 37.5 hoursAfter One (1) year: 75 hoursAfter Five (5) years: 112.5 hoursAfter Ten (10) years: 150 hoursAfter Fifteen (1) years: 187.5 hoursVacation for full-time employees scheduled 2080 hours per year:Upon Hire: 40 hoursAfter One (1) year: 80 hoursAfter Five (5) years: 120 hoursAfter Ten (10) years: 160 hoursAfter Fifteen (1) years: 200 hoursUp to five (5) days equivalent of vacation may be carried over to the next year and must be used within the first 6 months of the new year.For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.Holidays:New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas EveRetirement:Wisconsin Retirement System (Employee and Employer each contribute).An optional Deferred Compensation Program is available.Additional voluntary insurances are available, including: Vision, Dental, Accident, Disability and Critical Care.
