Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Either 1. a bachelor's degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND TWO YEARS of professional experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs;

Or 2. a master's degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND ONE YEAR of professional experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs.

COMPETITIVE QUALIFICATIONS:

Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service at Salary Grade 16 or higher and either:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

or

Eligible for transfer under Section 70.1: Permanent competitive service as a Public Participation Specialist 1, Environmental Educator 2 or Environmental Program Specialist 1.

55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program:

Duties Description This Public Participation Specialist 1 (PPS1) position reports to the Region 9 (Buffalo) Assistant Public Information Officer (APIO). The Public Participation Specialist 1 is a member of the DEC Communications, Education, and Engagement Division. The position is based in the Regional Office and will be in a hybrid/telecommuting environment that involves regional Public Participation staff based in the Buffalo office; central office press staff stationed at the Buffalo office; educational and recreational team based at Reinstein Woods Environmental Educational Center; and Great Lakes, Climate, Legislative and Environmental Justice staff working from Albany and the region.

The PPS1 must possess excellent communication skills with proficiency in traditional in-person meetings, presentations and events, phone, verbal and written formats as well as more recent platforms (virtual, hybrid, social, etc.) The PPS1 will help design communications that engage a wide variety of diverse stakeholders and interests and utilize a wide range of tools to ensure DEC communications are clear and accessible. The PPS1 is expected to anticipate and plan for a variety of events in a manner than can be readily shared internally and externally to ensure success.

The PPS1 will be responsible for implementing elements of the region's communication, engagement, and education plan. As directed by the APIO, the PPS1 will:

1. Work with program technical staff, across all program areas, to prepare responses to inquiries from media; elected officials; municipal, business, and environmental leaders; and other stakeholders in a timely and professional manner. The PPS1 may be required to be available as the on call media contact as directed.

2. Work with program staff to proactively engage both internal and external stakeholders and communicate in a positive and productive manner regarding DEC programs and initiatives.

3. Prepare fact sheets, write press releases, and prepare other written materials in English as well as support graphics on a computer for distribution to the public.

4. Organize, publicize, attend, and represent the department, as directed, in public meetings, community events, press conferences, and other public outreach events within the region as well as statewide as necessary. Examples of such events include, but are not limited to, DEC-sponsored public hearings, county fairs, trade meetings, community meetings, etc.

5. Develop digital and internet-ready content including, but not limited to, webpages, short videos, slide shows, social media posts, newsletters, articles, and public event listings. Associated computer skills required.

6. Set up outreach booths/tables at events. Ability to carry moderately heavy equipment and supplies necessary.

7. Participate in DEC trainings and communication meetings.

Travel throughout the region and/or state as well as evening and weekend work will be required. New York State Driver's License required.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Travel may be required.

Weekends and holidays may be required.

Must be able to lift and move objects up to 40 pounds. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
