DEPARTMENT : Police DepartmentPOSITION SUMMARY: Supervise and coordinate activities of Public Safety Communications officers assigned to the dispatch office. When not acting in a supervisory role, performs the duties of a Public Safety Communications Officer in support of the department's goals and objectives. Will carry out supervisory responsibilities in accordance with the organization's policies and procedures. Additional responsibilities include training employees, planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints, resolving problems.ESSENTIAL DUTIES AND RESPONSIBILITIES: Supervises daily activities of all assigned personnel and perform the duties of assigned personnel when not otherwise performing supervisory functions. Plan, supervise, schedule and evaluate the work of subordinates, which includes counseling employees, evaluating employee performance, initiating and/or investigating complaints of employee misconduct, approving/disapproving leave requests, and monitoring payroll Ability to provide direct supervision and direction to their team in proper city and departmental policies and procedures while promoting accountability and transparency. Promotes a positive atmosphere in the workplace and among personnel through supervisory and leadership skills. Informs superiors of any major, unusual and/or sensitive events, issues or concerns, which may affect the Department, city or its personnel. Ensures that schedules meet requirements and minimum staffing is adhered to. Provides budgetary input to superiors as prescribed by supervisor. Will take initiative in areas of responsibility to handle issues, matters and/or concerns of their assigned personnel or others as needed when such incidents occur and not wait to forward such information as to have it handled later. Performs quality control on call taking and radio dispatching regarding adherence to standard operating procedures. Ensures that all requests for assistance are handled in a timely and appropriate manner. Ensures initial and ongoing training needs of staff are met. May perform other assignments and handle special projects as required, and an ability to work varied schedules.EDUCATION AND EXPERIENCE REQUIREMENTS: A High School Diploma or GED equivalent is required. Minimum two(2) years' experience as a Public Safety (Police-Fire-EMS) Communications Officer. 60 semester hours from an accredited school or university is preferred.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Demonstrated working knowledge of computer-aided dispatch system, operation and utilization of the computerized database, and other relevant equipment. Demonstrated knowledge of policies, procedures for the police department and Communications division as well as the City of Schertz department rules, regulations, policies and procedures. Ability to speak, communicate and write effectively in flawless English, using excellent grammar. Ability to comprehend simple instructions, both written and verbal. Required to work shift work. Required to work odd and unusual hours, including weekends and designated holidays, and to be subject to call-back in the performance of job duties. Ability to elicit information necessary from persons who may be distressed, intoxicated or mentally disturbed. Ability to exercise independent judgment and initiative in receiving messages, responding to emergency situations and dispatching calls. Ability to exercise sound judgment in emergency life threatening situations. Ability to deal tactfully and courteously with the public, maintain objectivity; take criticism, take verbal abuse and control temper Ability to distinguish and comprehend simultaneous communications from several sources; work continuously or uninterrupted as required, standing or sitting for extended periods of time. Ability to work without supervision Ability to testify in court Demonstrated leadership skills necessary to direct personnel and meet all job requirements of a competent Public Safety Communications Officer and department supervisor, providing a positive atmosphere and promoting teamwork.CERTIFICATIONS AND LICENSES REQUIRED: Intermediate Telecommunicator Proficiency Certificate from Texas Commission on Law Enforcement (TCOLE) preferred. TCIC/NCIC certification from Texas Department of Public Safety required. CPR certification required. Emergency Medical Dispatch certification from National Academy of Emergency Medical Dispatch (NAEMD) preferred or obtained within one (1) year of appointment.
