JOB DESCRIPTION

JOB TITLE: Public Safety Officer

DEPARTMENT: Public Safety

CLASSIFICATION: Hourly, Full-time; hours may include nights, weekends, and/or holidays

JOB SUMMARY:

The Public Safety Officer maintains a safe and secure environment for students, faculty, staff and visitors by protecting life and property on the Evangel campus and university-owned properties; enforcing laws and campus policies/regulations; aiding in emergencies; conducting initial investigations and writing official reports; and offering general safety services to Evangel community members. The Public Safety Officer is armed, and the position requires applicable certifications, trainings, and physical abilities proficiencies.

IMMEDIATE SUPERVISOR: Shift Sergeant and / or Lieutenant

ADMINISTRATOR: Director of Public Safety

DUTIES & RESPONSIBILITIES:

* Protection of life and property.

* Regular foot and/or vehicle patrol of campus and university-owned buildings and facilities, evaluating and responding to potential of threat to the wellbeing of community members and/or property.

* Respond quickly and efficiently to radio and mobile calls for service.

* Monitor campus cameras, using computer software system, for proactive awareness.

* Promote safety issues through delivery of presentations, training, and informational materials to students, faculty, staff and other public groups, as scheduled by director.

* Engage with Evangel community members, maintaining a positive, service-oriented attitude in all types of circumstances and contacts.

* Enforce laws and campus policies/regulations.

* Maintain a working knowledge of applicable local, State and federal laws, as well as Evangel and Public Safety Department policies, fairly applying and enforcing them.

* Contact appropriate law enforcement personnel, according to department regulations.

* Monitor campus parking lots and streets for violations of university regulations and issue applicable violation notice.

* Provide assistance in emergencies.

* Respond to weather, fire, medical, and security emergencies, as well as natural disasters, by following procedures prescribed in the Emergency Handbook or as directed by the Director of Public Safety.

* Assist law enforcement, fire department, and other emergency personnel as required or requested.

* Conduct initial investigations and write official reports.

* Investigate suspicious activity reported or observed.

* Conduct room/vehicle searches, when authorized by VP of Student Development; identify and document activities/items prohibited on campus.

* Administer appropriate sobriety and field tests, when indicated.

* Assess situations, report information, and conduct initial interviews.

* Prepare and file clear and accurate reports, using reporting-writing software, as required by departmental policy.

* Work closely with Student Development personnel and other departments, as needed, regarding security and personal safety needs for all members of the Evangel community.

* Offer general safety and security services to Evangel community members, as needed.

* Provide safety/security escorts of individuals on campus when requested.

* Assist with vehicle unlocks and jumpstarts on campus when requested.

* Assist with unscheduled and scheduled unlocks of buildings /offices as requested by faculty or staff.

* Remain knowledgeable of current campus events to provide assistance for visitors and other community members.

* Serve as a Campus Security Authority for purpose of Clery Act compliance.

* Contribute to the overall success and morale of the Public Safety Department, and the University, by adhering to policies/procedures and performing all other duties, as assigned, in a professional manner.

QUALIFICATIONS

* Character:

* A professing Christian, who supports the Christian mission and purpose of Evangel University and the Assemblies of God.

* High level of personal integrity and confidentiality due to working with and access to sensitive information pertaining to university investigations.

* Knowledge:

* Methods and procedures related to security and safety activities, including patrol, crime prevention, criminal investigation, and traffic control.

* Ability to develop knowledge of campus buildings and geography.

* Skill in the use of personal computers and related software applications.

* Mental Ability:

* React quickly and appropriately to emergencies and threatening situations.

* Make accurate observations and remember details of situations and people.

* Correctly interpret and apply policies, laws, rules, ordinances, and regulations to circumstances.

* Ability to exercise sound judgment and work independently.

* Work effectively as a team member and individual.

* Physical Abilities:

* Vision correctable to 20/40

* Perform basic physical skills such as walking and standing for extended times; able to move quickly throughout campus on foot, including climbing stairs in all University buildings.

* Use physical force as necessary to defend self and others from assault, restrain individuals as needed to perform essential job duties.

* Ability to lift and carry equipment weighing up to 50 pounds.

* Perform minor physical labor related to providing services such as vehicle jump-starts, vehicle unlocks, and changing of automobile tires.

* Certifications/Training: Required initial certifications and scheduled recertifications provided by the department.

* Firearms, Defensive Tactics, First Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillators (AED)

* Background:

* Clean record with no felony convictions of any kind, or any misdemeanor convictions of crimes involving moral turpitude.

* Must possess a valid Missouri chauffeur's license and have no convictions for DUI/DWI.

Once an offer is made, final candidates must pass a background check.

Failure to pass any of these standards are grounds for dismissal.

EXPERIENCE:

* A high school diploma or the equivalent is required.

* Two years of related experience in positions involving safety and security operations. Law enforcement or related education may be considered as a substitute for experience on a case-by-case basis.

MACHINES/EQUIPMENT USED:

* Personal computer, Microsoft-based and report-writing software.

* Mobile radio

* Public safety vehicles

* Personal Breathalyzer Test (PBT)

* Automated External Defibrillator (AED)

* Firearms and restraining devices

WORKING CONDITIONS:

* Frequently works in extreme temperatures, out of doors.

* Extended periods of standing and walking.

* May require nighttime, holiday, and/or weekend work. This position is designated as essential and is required to report to work as scheduled when University offices are closed due to severe weather. Overtime may be required to meet the staffing needs of the department.
