This unit must enforce all applicable Federal, State, and local laws, as well as, the University rules and regulations. In addition, this unit must patrol and secure the grounds of North Carolina Central University by responding to calls and/or complaints, perform preliminary, investigations of criminal and civil conduct incidents, record and refer, complaints, complete and file reports on all incidents.Primary Purpose of PositionThe primary purpose of this position is work involving the receipt and transmissions of radio, telephone, and computer messages, and dispatching law enforcement, fire, and emergency medical units as required, on a 40 hour a week schedule with rotating shift, Testify in court cases and before University committees on criminal and civil incidents, regarding policy revisions and emergency recordings, Ensure that all Federal, State, Local and University laws and procedures are enforced relative to FCC (Federal Communication Commission) and State Regulations and Assist in reviewing and evaluating emergency procedures and Telecommunicator's activities while performing their job duties and responsibilities.Required Knowledge, Skills, and AbilitiesKnowledge of the geography, policies, procedures, jurisdictions, and computer system.Ability to remain calm while handling numerous tasks simultaneously.Ability to speak clearly and distinctly at all times.Ability to think clearly and act promptly in emergencies and under pressure.Minimum Education/ExperienceHigh school diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Record radio transmissions and telephone calls.Maintain information/status of units through the use of the CAD system.Maintain accurate and current access routes for emergency vehicles.Required Competency Communication-OralDutiesReceive and broadcast calls on multiple radio frequencies.Answers all phone lines within three rings.Speaks in a normal tone during transmission.Radio transmissions do not contain rude or disrespectful comments, opinions of policy, procedure, people, events, or remarks of a personal nature. Responsive to the needs of the customer.Accepts blame for mistakes and/or errors in judgment and corrects problems with customers. Is consistently courteous, responsive, and caring in dealing with customers.Required Competency Knowledge - TechnicalDutiesKnowledge of applicable rules, regulations, policies, and procedures; knowledge of equipment operations; knowledge of the organization, the jurisdiction, and basic public safety operations (Including law enforcement agencies, fire, and rescue, security, and other response units). Able to display sufficient knowledge of the infrastructure to dispatch and direct efficiently within the jurisdiction. Able to monitor incoming messages and create entries for DCI terminals. Maintain and ensure quality control of logs and data systems. Ability to assign case or arrest numbers, Compile incident reports or issue permits, also searches and retrieves information from departmental files and DCI terminal.Required Competency Decision MakingDutiesAbility to initiate action based on information acquired while working under pressure.While dispatching, Telecommunicators provide calm and efficient service to the agencies.
