Manages capital infrastructure maintenance and rehabilitation projects and equipment purchases. Responsible for planning, supervising, coordinating, managing, and evaluating work performed internally and externally by consultants, contractors, service providers, and cross-functional city teams. Responsible for the day-to-day management of the Public Service Department. Essential Functions of Work Directs Operations Administrators, Maintenance Supervisors, Maintenance Technician, Administrative Assistants, Seasonal Workers, and other staff to accomplish the goals and objectives of the Operations Division.Directs major municipal programs and services such as fleet maintenance, snow and ice control, rights-of-way services, leaf collection, solid waste, recycling, public facility operations, and maintenance.Directs, plans, schedules, organizes, and coordinates roadway and public facility activities, which include construction, repair, rehabilitation, replacement, and maintenance programs.Directs activities involving the investigation and resolution of roadway, bridge, right-of-way, drainage, environmental, sewer, lift station, water, street, traffic signal, and street light problems.Oversees and supervises staff in the maintenance of streets, curbs, gutters, sewers, lift stations, fire hydrants, sidewalks, bike paths, and trees, as well as traffic and electrical systems.Prepares, manages, and monitors the Operating Division's annual operating and capital budgets.Coordinates and negotiates financial contracts and service agreements with outside service providers.Supervises and manages contractual consulting services and monitors the progress of work activities.Reviews blueprints, design drawings, maps, manuals, and other technical materials required to oversee projects and perform work assignments.Directs the preparation of public bid contracts and requests for proposals for maintenance work, capital improvement projects, equipment purchases, materials, supplies, and third-party service contracts.Directs the preparation of legislation and supporting informational documents as required.Develops and administers administrative policies and procedures for us by the Operations Division.Coordinates activities and acts as liaison to the Ohio Department of Transportation, City of Columbus, Norwich Township, Ohio Environmental Protection Agency, Mid-Ohio Regional Planning Commision, Solid Waste Authority of Central Ohio, American Public Works Association, and other agencies on municipal operations and public works related matters.Review and inspect work in progress or at completion to ensure compliance with applicable federal, state, county, and other appropriate agencies' laws and regulations, work methods and procedures, safety practices, quality, quantity, and timeliness standards.Reviews and approves payments for periodic and final project pay requests and changes orders.Investigates complaints and answers public inquiries regarding municipal programs and services. Directs emergency roadway maintenance activities for other weather-related events adversely affecting city roadway/bridge systems.Directs the preparation and issuance of work orders, permits, plans and drawings for the installation, maintenance, and repair of City-owned facilities and those within the public right-of-way.Performs periodic reviews and inspections of facilities and the public rights-of-way for safety, repairs, maintenance, and cleanliness.Directs special projects and programs as may be necessary within the Division.Implements training programs and all city safety work rules and procedures.Performs Annual Employee Performance Appraisals and professional development plans.Conducts investigations, preliminary conferences, labor/management meetings, and grievances.Prepares correspondence and maintains files and records for the Division.Prepares requests for proposals; coordinates and administrates contracts for services and improvements.Advises City Manager on municipal operations and public works related matters.Performs related essential and non-essential work functions as needed.KNOWLEDGE, SKILLS & ABILITIES Extensive knowledge of federal, state, and local laws and standards applicable to public works.Extensive knowledge of local government management concepts, principles, and practices.Extensive knowledge of team-oriented, collaborative, participatory leadership concepts, principles, practices, and methods.General knowledge of municipal operating and capital budgeting principles, practices, and methods.Excellent leadership, teamwork, and collaboration skills.Excellent project and construction management skills.Excellent problem-solving and emergency management skills.Skilled in the use of Microsoft Office package.Regular and punctual attendance is regarded as an essential requirement of this classification.Be compliant with training directives established by supervisory and management personnel.Adherence to all applicable federal and state safety laws, rules, and regulations, as well as city safety policies and procedures.Ability to multi-task under stressful conditions and/or periods of inclement weather.Ability to effectively communicate work methods and processes.Ability to multi-task and meet time-sensitive project and work deadlines.Ability to establish and maintain effective working relationships with city employees, residents, the public, City Council, community partners, and other key stakeholders.Ability to plan, organize, and establish work priorities and interpret city standards required by work assignments. Typical Qualifications Possession of a bachelor's degree is required. A master's degree in Business Administration or Public Administration is preferred. Combined ten years of supervisory and managerial experience in municipal operations and public works.Knowledge of administrative policies and procedures of municipal government. Knowledge of department budgeting and CIP budgeting. Knowledge of occupational hazards and safety standards. Ability to motivate and encourage others through servant leadership, team building, and collaboration.Excellent project management, public budgeting, strategic planning, and strong communication skills.Experience with collective bargaining and effectively leading large workgroups in a union environment.Possess a valid driver's license with an acceptable driving record. Ability to obtain a Class A Commercial Driver's License within the first year of employment. Full-Time Employees (Non-Union) HEALTH BENEFITSEmployees are eligible to enroll in health insurance, vision, and dental benefits. Benefits start the 1st day of the month following the employee's start date. TUITION REIMBURSEMENTAfter one year of service, employees are eligible to receive $7,000 per year in tuition reimbursement. LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employees. RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%. VACATIONEmployees accrue two weeks of vacation in their first year of employment. The City recognizes prior Ohio public service to establish vacation accruals. Vacation Accrual Rates 1 Year - 3.1 hours per pay period (80 hours per year) 5 Years- 4.6 hours per pay period (120 hours per year)10 Years- 6.2 hours per pay period (160 hours per year) 15 Years- 7.7 hours per pay period (200 hours per year) PERSONAL LEAVEEmployees receive two personal days. These days are to be used within the calendar year. HOLIDAYSThere are 12 holidays recognized by the City. SICK LEAVEEmployees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
