This position would also be eligible for the state of Maine's Telework policy.BRIEF JOB DESCRIPTION: This announcement is for the position of Fisheries Management Section Supervisor. The position provides leadership, guidance, and coordination of the Fisheries Management Regional offices, including planning, directing and administering comprehensive fisheries management programs within the fisheries management section. The Division is comprised of 7 Regional Offices around the state with 3 fisheries biologists stationed in each office. The position identifies section priorities, reviews scientific proposals, and makes management and research recommendations to the Fisheries Directors. The position reviews annual reports, species assessments, and other work products developed by Regional staff; facilitates problem solving and planning; improves efficiency and communication of the Section through training and use of new technology; and writes and administers Section-wide contracts.The position makes regulatory recommendations, drafts administrative rules, and develops and monitors program budgets and fundraising requests. The position oversees human dimensions research and public consultation to inform the development of species management plans. The position coordinates fisheries section program needs with state, federal, tribal, local agencies, and users, and provides testimony to boards and commissions. The position represents the Fisheries and Hatcheries Division and the department at local, state, and national levels.For questions specific to the position, please contact the Hiring Manager, Elizabeth Latti at: ...@maine.govMINIMUM QUALIFICATIONS: A Bachelor's Degree in Biology, Fisheries or Wildlife Management, or related field -AND- four (4) years of progressively responsible experience in a related biological field, including experience in a supervisory capacity. Directly related work may be substituted for education on a year-for-year basis.Knowledge/Skills/Abilities Preferred:
  • Knowledge of theories, methodologies, and practices for biological research and management of natural resources
  • Knowledge of budgeting, funding, and resource allocation within state government
  • Knowledge of laws, rules, regulations, precedents, government budgeting, legislative/rule making processes, and executive orders
  • Knowledge of emerging technology, programs, and applications used in scientific research and analysis
  • Knowledge of management principles involved in strategic planning, resource allocation, human resources, and leadership
  • Ability to serve as the agency's resource by advising, conferring, and consulting with a variety of external partners and stakeholders
  • Ability to establish long range objectives and specify the strategies and actions to achieve them
  • Ability to exercise control and authority over daily operational activities to achieve desired results established by executive leadership
