Job Description:

Non-sworn employee assigned to the Patrol Response Unit within the Patrol Division to assist Law Enforcement. To perform a wide variety of technical and administrative tasks to support of the Police Department.

SUPERVISION RECEIVED AND EXERCISED:

Receives general direction from the Patrol Response Unit Lieutenant.

Exercises no supervisory authority.

ESSENTIAL JOB FUNCTIONS:

* Receives case presentation packets from Patrol officers and reviews to ensure completeness according to District Attorney Office criteria.

* Acquire photos, videos, evidentiary documentation, 911 recordings, computerized criminal histories and etc. to provide for each patrol arrest case presentation packet.

* Verify all Law Enforcement personnel involved in a criminal case submits a supplemental report, as well as body camera and/or in-car video for each case that is presented to the District Attorney's Office.

* Acquire supplemental reports, videos, documents and other evidence from other Law Enforcement agencies and entities that involved in criminal cases that are submitted by the Tyler Police Department to the District Attorney's Office.

* Ensure delivery of case packets to the District Attorney's office for filing through TechShare and maintain a logbook indicating the dates the cases were filed. To ensure and monitor case packets are constructed according to Department Policy and the District Attorney's Office requirements.

* Participate in the training of personnel on constructing case packets, troubleshooting MFR and property.

* Periodically brief the Patrol Response Lieutenant concerning the quality of submitted cases to the District Attorney's office and the District Attorney's recommended actions for the improvement of officer and investigator case preparation.

* Serve as the liaison between the Police Department and the District Attorney's office for the notification of department personnel concerning court subpoenas and trial dates.

* Perform data entry, maintain computer files, prepare reports as needed, and compile monthly statistics.

* .Ability to read and understand materials concerning the law enforcement and criminal justice processes.

* Ability to answer telephone, take messages, schedule appointments and meetings.

* Ability to work independently and solve problems involving complex variables.

* .Ability to independently analyze facts and to exercise sound judgment in arriving at conclusions and recommendations.

* Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

* Ability to learn purchasing procedures and associated purchasing requisitions, purchase orders, and payments.

SKILLS, KNOWLEDGE AND ABILITES:

* Administrative directives of the City of Tyler Police Department upon completion of the training program.

* Pertinent Federal, State, and local laws, codes and regulations upon completion of the training program.

* Must have general knowledge of various office machines (i.e. printer, copier, facsimile, 10-key calculator).

* Must possess basic knowledge of mathematical skills involving addition, subtraction, multiplication, and division.

* Must have knowledge and skill to operate a personal computer and use current versions of Microsoft applications in the Office Suite such as Access, Excel, and Word.

* Must possess certification to access to the Texas Crime Information Center (TCIC) and National Crime Information Center (NCIC) through the Texas Law Enforcement Telecommunications System.

* Must be able to communicate effectively both verbally and in written form with the public, employees, and management in person, by e-mail, or by telephone.

Environmental Conditions:

Involves work in the field under a variety of unfavorable environmental conditions including those involving harsh weather and extreme temperatures; occasional work in a climate controlled office environment.

Physical Factors:

Performs a variety of physically demanding activities which may include, walking, stooping, bending, climbing, lifting, carrying, dragging, pulling, and reaching. Must be able to sit or stand for 2 to 4 hours at a time. Must be able to lift or carry weights from 1 to 20 pounds. Must be able to stoop and bend 1 to 5 times daily.

Minimum Qualifications:

* A High school degree or equivalent, plus one (1) year general office experience, typing, filing, word processing, computer entry, inventory control, copying, and communication skills.

* Possess a clear and valid Texas Driver's License.

The City of Tyler will accept two years of relevant experience in glace or each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Norge, and eight years of relevant experience will he considered in place of a Bachelor's Degree, Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
