Duties

As a Public Utilities Specialist (Rates), you will:

* Implement or support Western's programs, including strategic planning initiatives and targets, FERC orders, and other industry -related efforts.

* Prepare and apply cost allocation procedures in the determination of cost between functions tor both capital and annual costs.

* Analyze historical costs, revenues, load, capacity, industry trends, or other factors that may affect rates, repayment, or methodologies, bringing significant conclusions to the attention of management.

* Analyze public comments on proposed rate methodologies, draft responses, and draft rate orders and related correspondence and documentation to obtain required rate approvals.

* Prepare customer notifications and presentations in accordance with agency or statutory requirements.

Qualifications

Applicants must demonstrate that they meet the Minimum requirements as noted below.

GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:

* Utilizing automated software to collect and/or perform data analysis using databases, spreadsheets, or charts;

* Assisting in preparing information to support studies used for rate adjustments;

* Assisting in analyzing historical costs, revenues, or other factors that may affect rates, repayment, or methodologies.

OR possess a Ph.D. degree 3 full years of progressively higher-level graduate education leading to a doctoral degree or equivalent graduate degree; or a combination of the required experience and education for this grade level.

Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:

* Developing methodologies for determining costs associated with the investment, operation, and/or maintenance of power facilities;

* Preparing power repayment studies, analysis, annual rate calculations, marketing statistics, or strategies to electric power and transmission services;

* Utilizing rate setting processes to evaluate electric power and transmission services;

* Utilizing automated systems for energy or financial accounting.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
