The purpose of this classification is to oversee, plan, direct, and supervise assigned personnel, manage the business functions and the operational activities within the Public Works Department. Employee in this classification provides budgetary, operational, and administrative support to the Public Works Director as assigned. Assignments are received from the Director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment based on experience in developing courses of action and recommendations. Performance is reviewed periodically through conferences, written reports and the attainment of desired management objectives.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Directs the business functions of the assigned Department pertaining to purchasing, personnel, , payroll, payment processing, accounts receivable, internal audits, receiving, deliveries, mail services, inventory, grants, and contract administration.
Manages the formulation and preparation of operating and capital budgets and maintenance of fiscal matters by preparing financial forecasts, trend analysis and projections, financial reports and analyses, analysis of funding history and spending patterns of the department.
Develops, and manages staff facilitating the standard operating policies and procedures for the department or reporting divisions.
Monitors compliance and the effectiveness of the established policies and procedures. Interprets operating policies.
Ensures the Division Managers are notified of new and changed County policies and procedures that affect their operations.
Prepares, organizes, implements and administers the yearly divisional revenue/expenditure budget requests.
Develops and implements training plan for new administrative employees.
Reviews agenda items and presentations prior to final Department head approval.
Oversees expenses for Public Works department; prepares monthly budget reports by division, reviews budget submittals.
Develops and submits budget for Administration division.
Prepares and analyzes program reports and correspondence for use by staff.
Complies and interprets data for reports and memoranda regarding operating achievements.
Provides information related to the division's financial matters and data in association with all audits involving the division.
Develops and reviews contracts; manages contracts and contractors; Enforces, oversees and tracks agreements, licenses, contracts and warranties.
Communicates with Director, County officials, employees, other divisions, other jurisdictions, volunteer, contractors, vendors/suppliers, the public, community organizations and other individuals as needed to plan and execute work activities, review status of work, exchange information, or resolve problems.
Prepares or completes required forms, reports, correspondence, budget documents, cost estimates, purchase order requisitions, agenda, action plans, and other documents; develops, reviews, and submits Executive Summaries.
Conducts monthly administrative staff meetings in order to review status of operations which communicates necessary management information.
Provides direction for the department's customer service procedures for citizen inquires, Request for service, and initial outreach of department projects and programs.
Researches, responds to and resolves difficult citizen/user complaints related to Public Works that are escalated.
Performs follow-up work as needed to clarify the contents and intent of the reports.
Establishes updates and enforces divisional policies and procedures, governing financial and business decisions within the division; develops and implements internal fiscal controls, policies and procedures to reduce the potential risk of error.
Manages job assignments of subordinate administrative professionals and adjusts workload as required.
Assists with long-term planning and goals. Tracks and reports on division benchmark data.
Acts as the information technology liaison for the department.
Performs work related to this job description as required.

Considerable knowledge of governmental budget preparation and monitoring.
Considerable knowledge of tracking systems and department work order systems.
Thorough knowledge of the laws, rules and regulations effective in the State and County relating to fiscal and accounting records and procedures.
Ability to make effective presentations.
Ability to prepare and analyze administrative and statistical reports and financial statements.
Ability to train, plan, direct, and supervise the work of subordinates.
Ability to communicate effectively, both orally and in writing.
Ability to work accurately, effectively, and efficiently while balancing multiple, competing priorities.
Ability to exercise sound judgment and discretion in establishing, interpreting and applying policies and procedures.
Must possess a Bachelor's Degree an accredited college or university in Business or Public Administration or a closely related field and six (6) years of progressively responsible experience in public or Public Works administration in a supervisory or managerial capacity.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

Must possess a valid Florida Driver's License
