JOB SUMMARY:

The City of Pleasant Grove is seeking a qualified Public Works Assistant Director I. This position assists in the overall operation of a small Public Works Department. The Public Works Assistant Director assists with the supervising, planning, assigning, and reviewing of projects and subordinate employees in the city while exercising responsibility for areas including, but not limited to: street construction and maintenance, traffic control devices, sanitary and storm sewers, maintenance of city right of ways, garage shop operations, and contract administration. The Public Works Assistant Director I performs under the general direction of the Public Works Superintendent and in accordance with Federal, State, and local laws, ordinances, policies and procedures with work being reviewed through meetings, reports, and performance appraisals for adherence to policies and procedures, and overall program effectiveness.

MINIMUM QUALIFICATIONS

To be considered for employment in this position, a candidate must possess the following:

* Driver's license.

* Experience supervising employees, coordinating employees' work, delegating tasks, and reviewing work performance.

* Experience maintaining asphalt roadways including pothole patching, roadway resurfacing, and thermal patching.

* Experience constructing and maintaining sidewalks and curbs.

* Experience inspecting and repairing stormwater infrastructure (storm drains, pipes, manholes, retention ponds, etc.).

* Experience establishing and monitoring departmental budgets.

* Experience adhering to safety regulations related to construction and traffic hazards.

PREFERRED QUALIFICATIONS

Preferred qualifications are experiences, education, and/or other job-related qualifications considered to be highly desirable by Merit System agencies. The preferred qualifications may be used by the hiring agency to identify applicants to invite to participate in subsequent selection processes.

* Class B commercial driver's license.

JOB DUTIES

Typical job duties include, but are not necessarily limited to:

* Performs financial functions such as reviewing and approving expenditures, managing petty cash and reimbursement accounts.

* Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.

* Provides customer service, internally and/or externally, via phone, email or face to face interaction.

* Procures and/or manages inventory (i.e., supplies and equipment) to ensure the products and services are available to meet the operational needs of each department.

* Initiates, plans, executes, and monitors work involved in the completion of projects.

* Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

* Manages time, attendance, leave processes, and submission of payroll information.

CRITICAL KNOWLEDGES

* Knowledge of the appropriate uses and functions of heavy or construction equipment (e.g., what type of equipment can be used where).

* Knowledge of techniques, materials, small and heavy equipment operation, and tools used in paving and road construction and repair.

* Knowledge of techniques, materials, equipment and tools used in parks and ground construction and maintenance.

* Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets.

* Knowledge of occupational hazards and necessary safety precautions when working near utility lines (e.g., power, gas, water, etc.).

WORK ENVIRONMENT

Work is conducted both indoors in office setting as well as regular field visits to external places of business, and construction worksites. Work involves use of various hand tools such as hammer, screwdrivers, wrenches, etc. Work involves the use of heavy equipment such as rubber tire loaders, brush trucks, limb loaders, jet washers, etc. Work involves the use of construction equipment such as backhoes, motorgraders, track dozers, track loaders, etc.

PHYSICAL DEMANDS

Work involves moderate physical exertion required for occasional prolonged periods of lifting, carrying, balancing, climbing, stooping, kneeling, and crouching. Work may involve occasional lifting of items or objects weighing up to 50 lbs.
