A pre-employment physical and drug screen will be required, except for current employees who have met the requirement.FUNCTIONUnder executive direction of the Town Manager, the purpose of the position is to direct responsible professional, technical, managerial, and administrative work over projects and operational activities of Public Works throughout the Town. Employees in this classification function in an executive capacity and are responsible for ensuring adherence to, and compliance with, all applicable Town, State and Federal code and regulatory requirements regarding the development, maintenance, and repair of streets, rights-of-way, parks, recreation, beaches, canals, water distribution, wastewater collection systems, storm water and Town public facilities. The Town is also enhancing a focus on resiliency programs and projects. Objective is to support the safety, health and general welfare of the community through sound infrastructure management and exceptional customer service. This position works with a high degree of independence and initiative, and may confer with the Town Manager on matters involving unique administrative or legal affairs. Performs professional and administrative work as head of the Town's Public Works Department. Plans, organizes, and directs the activities of technical, operational, and administrative personnel within the Department. Work performed is subject to the direction of the Town Manager. Essential Functions
  • Directs the Public Works capital, operations and maintenance of the utility water distribution and wastewater collection system, streets and rights-of-way, storm water, parks, recreation, beaches, canals, public facilities and overall resiliency activities throughout the Town. Includes planning, organizing, implementing, and managing budgets and operations with the Public Works senior management team.
  • Establishes and maintains necessary departmental practices, performance, rules and regulations in accordance with Town policies; investigates and addresses personnel problems that arise; attends Town and Community meetings, as required.
  • Directs the appropriate management, maintenance, and aesthetic appeal of parks and facilities, equipment functionality, including back-up power equipment, grounds, streets, beaches, and canals.
  • Administers consulting engineering, architectural, and related contracts from the selection phase through the acceptance of plans for implementation in compliance with applicable laws and codes. Administers construction contracts. Ensures the quality of contractor work complies with applicable regulations and standards.
  • Assists in the technical review of consultants' plans for conformance with the intent and policies of the Town and for adherence to sound engineering practice.
  • Prepares or directs the preparation of reports and correspondence; collects, tabulates, analyzes, and presents data in the form of written, graphic, or oral reports.
  • Responsible for department budgetary expenditures and procurement.
  • Manages the Town's Solid Waste Franchise contract.
  • Prepares the department capital and operating budget(s); participates in and supports the Town Manager with strategic planning and recommends procedural and operational strategies to the Town Manager.
  • Works with and leads the Public Works management team and ensures completion of training programs for personnel.
  • Regular attendance during normal work schedule other than excused or job-related absences. Reports to work as required by Hurricane Plan.
  • Serves as a key leader within the Incident Command System (ICS) and National Incident Management System (NIMS), to coordinate public works operations during disasters.
  • Any other functions deemed essential by the Town Manager and communicated to the employee by the Town Manager.

Knowledge, Abilities, & Qualifications Executive-level interpersonal leadership, planning, management and communications skills; ability to communicate professionally in writing, verbally, and in presentations. Ability to manage a staff comprised of engineering technical professionals, management professionals, field crews and administrative staff. Extensive knowledge of current codes and regulatory standards governing the Town's public works operations in the respective trades/disciplines assigned to the position. Extensive knowledge of modern administrative principles, practices, and procedures of all phases of public works and their application to community needs. Skill in the review and interpretation of construction project plans, and the technical interpretation of applicable construction codes and regulatory standards. Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards. Ability to establish and maintain effective professional relationships with Town employees, departmental staff and management, contractors, engineers, architects and property owners.Thorough knowledge of modern principles and practices in civil engineering and public works administration.Knowledge of the principles of management and their application to local government. Knowledge of the principles of public administration. Knowledge of budgetary principles and procedures.Thorough knowledge of and ability to interpret federal, state, and local laws and policies applicable to public works and coastal management.Knowledge of program planning, principles and procedures; ability to prepare, develop, and present long-range public works programs.Knowledge of the construction methods, materials, and equipment used in utility maintenance, beach maintenance and nourishment, and construction activities.Knowledge of the methods and practices involved in sidewalk and street construction, drainage, storm water systems, construction, building and equipment maintenance, grounds and beaches maintenance, and related activities.Ability to effectively plan, direct, and evaluate the work of subordinate technical and administrative staff.Ability to establish and maintain effective working relationships with civic leaders, public officials, contractors, developers, general public and other public agencies.Ability to make public presentations clearly and concisely and communicate effectively verbally and in writing.Ability to collect and prepare statistical reports.Ability to assess budgetary needs.Ability to make decisions in a timely manner.MINIMUM QUALIFICATIONSREQUIRED Bachelor's Degree in Engineering or related field; supplemented by eight (8) or more years progressively responsible supervisory/management experience in public works operations and management, to include two (2) years' experience within a similar government agency; or an equivalent combination of education.PREFERRED Registration as a professional engineer with experience in public works, utilities, and coastal management. A comparable amount of training and experience maybe substituted for the minimum qualifications. Progressively responsible and related professional experience can substitute on a year-for-year basis for the required college degree. A master's degree in a closely related field may be substituted on a year-for-year basis for the required professional engineering experience.
