Manage activities of the City's Capital Program and oversee the following divisions of the City - Engineering, Streets & Drainage, Fleet, Traffic Management, Water Production, and the Municipal Airport. Make decisions and recommendations that are recognized as authoritative and have a far-reaching impact on related activities to Public Works. Negotiate critical and controversial issues with top-level engineers and officers of other governmental agencies and within the City organization. Directs the preparation of engineering plans, specifications, and bidding processes, ensuring contract competency, vendor qualifications, and adherence to selection criteria for public projects. Attends City Council meetings; advises City Manager, Assistant City Manager, and City Council on department-related matters; advises and collaborates with staff, clients, the public, and other program stakeholders to provide subject matter expertise. Develop departments' and divisions' annual budget requests and oversee annual budgets; prepare recommendations to the City Council and the City Manager regarding capital improvement projects; establish policies/procedures relating to activities/operations of the department; serve as liaison between City, State, and Federal agencies; participate in selection, training, performance evaluations and discipline of employees; represent the City in various contexts relating to Public Works activities.
