Job Description:
Under the supervision and direction of the Deputy Director of Public Works, the technician in this position will carry out their duties and responsibilities in the repair, maintenance and construction of City streets and the operations and maintenance of the storm water, sanitary sewer, and water utilities. The technician must be able to perform a variety of skilled and semi-skilled duties related to maintenance and operations of both the streets and utility divisions in the Department of Public Works. The technician must be able to operate various types of vehicles and construction equipment, from light duty to heavy duty, and must be able to use a variety of hand tools and other miscellaneous equipment in their daily duties. The technician must be able to perform their duties with minimal supervision and make sound decisions in the field based on their experience and skill set.This is a full-time position with full benefits. Regular hours are 7:00 am-3:30 pm, Monday-Friday. The technician must have the ability to work scheduled overtime (1 on-call week and weekend every 7 weeks, and 1 rotating holiday a year), along with unscheduled overtime for snow plowing or emergency operations.The following duties and responsibilities are considered normal and essential for his position. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.Street Division Duties:Operate and maintain various pieces of equipment such as dump truck, loader, excavator, tandem-axle snowplow with wing, ice control equipment, street sweeper, air compressor, mowers, utility trucks, brush chipper, paint striper, power tools, etc.Assist with the painting of road markings and the installation of street signs within the City.Perform maintenance and repairs to City streets, curb and sidewalks as needed.Perform landscaping tasks to include reseeding/resodding damaged grass areas, mowing grass, sweeping, raking, and tree trimming and removal.Participate in the snow and ice control operation. This position is required to respond to after-hours snow removal emergencies.Repair and maintain storm water manholes, catch basins and storm water ponds or basins.Set up and remove barricades, snow fences, temporary signage, and other temporary facility installations.Utilities Division:Assist with the operations and maintenance of a groundwater distribution system, which includes the wells and booster pumps, generators, fire hydrants, water mains and services, chemical feed pumps, water towers, and pump house facilities.Assist with the operations and maintenance of the sanitary sewer system, which includes inspecting and maintaining the lift station pumps and pump facilities, and assisting with cleaning manholes and pump house wet wells.Occasionally enter confined spaces and climb water towers to perform general maintenance.Monitor the SCADA system for the water, sewer, and storm systems and troubleshoot problems that may arise.Read blue prints and schematics and perform minor maintenance on pumps, motors, valves, chemical feed systems, electrical controls, generators, vehicles and other related equipment.Monitor chemical feed rates and residuals, and collect water distribution samples as required by the WDNR.Keep daily records of the water distribution system and collection system as well as perform calculations and data entry.General Duties:Assist the Right-of-Way Coordinator with completing Diggers Hotline locates as needed.Adhere to OSHA standards for excavation entry, confined space entry, lock out/tag out procedures, and other workplace safety standards that may apply.Perform all work functions in a professional, efficient manner while maintaining the highest quality service possible and while following proper procedures for workplace safety.Perform any other related duties as assigned or as required.A high school diploma or GED.Experience in the water, wastewater, or public works fields is desired, but not required.Must possess a valid driver's license and have a valid Wisconsin CDL or the ability to obtain one within one (1) year of hire date; must maintain these licenses for the course of employment.Must possess WDNR water system certification subclass G-groundwater and D-distribution or have the ability to obtain certifications within one (1) year of hire date.When on call, must be able to arrive on site within 45 minutes of notification for all utility emergencies.Must pass a post-employment-offer drug screen, physical, and background check, along with random drug tests per Federal Motor Carrier Safety Administration regulations for CDL drivers.Must be able to work scheduled overtime on some weekends and holidays.Must be able to respond to after-hours emergencies including, but not limited to, water main breaks, service leaks, water well and lift station alarms, storm damage response, flooding, and snow plowing.Ability to perform basic math functions.Snow removal experience using a single or double axle truck with wing and front plow and spreader desirable.Must be able to carry a City-provided cell phone while on duty and while on call rotation.Ability to communicate in a professional manner at all times while conducting City business.Basic computer skills and knowledge of Microsoft Word and Excel, and experience with or ability to learn SCADA electronic control system.Minimum Physical Abilities Required to Perform Essential Job FunctionsMust be able to ascend and descend ladders. This includes climbing a ladder to the top of a water tower.Must be able to enter and work in confined spaces such as trenches, pits, manholes, tunnels, and water tower.Must be able to occasionally position oneself to install, service, or replace equipment in tight, cramped, or small spaces, such as under a sink or behind an appliance.Must be able to work in outdoor settings and in poor weather conditions, including extreme heat and cold, rain, and snow. Must be able to occasionally move items of 50 pounds or more.Must be able to occasionally sit, stand, or walk for extended periods of time.Must be able to safely operate hand tools on a daily basis.Must be able to operate motorized vehicles and equipment on a daily basis.Must be able to wear personal protective gear when needed.#J-18808-Ljbffr
