This position requires leveraging prior knowledge and formal training to establishagency contracts for the procurement of goods and non-professional services while ensuring compliance with theModel Procurement Code (KRS 45A).Responsibilities include, but are not limited to:
- Review and process purchase requests and payments for goods and services for the KDFWR, ensuringaccuracy and adherence to regulations.
- Create standing purchase orders and delivery orders for non-state contract and state contract goods andservices, facilitating smooth procurement processes.
- Reconcile acquisition and payment documents to guarantee compliance with KDFWR rules, regulations, andprocedures before authorizing payments.
- Assist in creating requisitions (RQS) for complex non-professional services exceeding the agency'ssmall purchase authority. Collaborate with requestors to define and articulate specifications accurately.
- Gather, review, develop, prepare, check, and maintain Real Property Lease Agreements in eMARS, ensuringaccurate reporting and adherence to regulations.
- Develop and issue RFPs and RFQs to vendors through the Commonwealth's eMARS Procurement System.Evaluate vendor responses, negotiate terms and conditions, and formalize agreements with selected vendors.
- Assist the Director or Branch Manager with special projects related to contract formulation, year-end reports, and other relevant tasks to ensure smooth operations and compliance.

EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Five years of purchasing experience.

Substitute EXPERIENCE for EDUCATION:Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education.Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
