Division of Administrative and Information Technology Services:The Division of Administrative & Information Technology Services assists in preparing the Commission's Budget and consists of two bureaus, Administrative Services and Information Technology Services. The Bureau of Administrative Services administers the agency's human resource program, handles all financial transactions and accounting records maintenance. The bureau also processes all agency purchasing, security and safety issues, leasing, surplus property, and fleet management. Additionally, the bureau supports imaging, duplicating, mail distribution, audiovisual, hearing and conference room operations, and fax systems.The Bureau of Information Technology Services monitors and evaluates the information processing and telephony needs, proposing enhancements to information processing resources and providing technical support services. Additionally, the bureau manages the agency-wide administrative procedures manual, forms inventory/ tracking programs, and live streaming of Commission events.
Description of Job Duties:The Purchasing Agent III (SES) position is located within the Facilities Management & Purchasing Section of the Division of Administrative and IT Services.This position issues Purchase Orders (PO), provides supporting documentation and coordinates with Fiscal Services regarding partial and complete deliveries; screens PO's and P-Card charges for accuracy and conformance with Commission policies and regulations; maintains all PO's, P-Cards charges, forms, and supporting documentation for pending and permanent purchasing files; serves as the Commission's Auditor role in the PCard Works module; adds new vendors in FLAIR in accordance with Statewide Vendor File Reference Guide; and serves as liaison to DMS with the MyFlorida Marketplace (MFMP) Purchasing system.This position processes invoices as required; manages the procurement function of the agency in ways that ensure acquisition of best quality and most useful equipment, furnishings, supplies and office facilities at most economical pricing; maintains pending and permanent PO files, contract files (FACTS), and other related PO files.This position initiates contact with vendors to obtain quotes, order goods and/or services and coordinates delivery of goods; serves as Minority Vendor Coordinator for the agency and trains employees on methods for performing an effective and efficient procurement/purchasing job with new employees.This position is responsible for input and maintenance of all advance payments, encumbrances, JT's, POs, and P-Card transactions in POTS; assists in the development and implementation of internal operating procedures (SOP's and APM's); and is responsible for the vacant Commissioner advertisements in Florida newspapers and professional trade magazines.This position monitors operations of agency vehicles statewide to meet service and budgetary objectives and to assure compliance with statewide operation goals; reviews monthly vehicle logs; reconciles Wright Express fuel card invoices, Sunpass accounts, and vehicle acquisitions/disposal with DMS State of Florida Fleet contracts.This position also assists on agency-wide policies and procedures related to property surplus and property inventory.
Minimum Qualifications:A high school diploma or its equivalent and five years of clerical experience, three years of which must have been in purchasing, purchasing orders and/or purchasing authorization's, contracts, purchasing cards, FLAIR, or fleet management.College education can substitute at the rate of 30 semester or 45 quarter hours for each year of the required experience.This position requires possession of a valid driver's license.
