The Director will oversee the planning, implementing, and directing of the purchasing and procurement activities for the City of El Paso, with responsibilities encompassing four main areas: centralized purchasing management, goal setting and budget management, personnel supervision, and professional representation. Enhance the City's vendor identification process through a comprehensive assessment of current City contracts to pinpoint areas of improvement. Foster collaboration with the Fort Bliss procurement department to gain valuable insights and conduct an in-depth evaluation of vendor disparities within the El Paso region. Supply El Paso. Drive the Supply El Paso initiative by obtaining feedback from the community, assisting El Paso businesses in responding to solicitations, collaborating with economic development stakeholders, and ensuring a fair and equitable procurement environment. Strategic Innovation. Evaluate and revamp procurement processes for enhanced efficiency and accelerated adoption of new technologies. Develop strategies for involving rural areas in procurement efforts, establish a cooperative procurement network with an online catalog, and drive further simplification and automation through technology advancements. EP Marketplace. Enhance and expand an electronic catalog system, akin to an e-commerce platform, where suppliers with awarded cooperative contracts from approved programs can provide their products and services to all 28 departments. Presently, over 400 suppliers actively participate in the EP MarketPlace, and through fiscal year 2022, more than 33,800 purchase orders, totaling approximately $167.7 million, have been processed through this platform. Compensation and Benefits The City of El Paso offers a market competitive total reward package that includes a base salary and a comprehensive benefit package described below: Base Salary: $150,000 - $175,000 Retirement - The City participates in the City of El Paso Employees Retirement Trust. The Tier II plan is 2.25% of final wages times retirement service credit. (Age 60 with 7 years of retirement service credit or any age with 35 years of retirement service). An 8.95%member pre-tax contribution is paid by employee and 14.05% is contributed by the City. The City also contributes to Social Security. Deferred Compensation - Employees are eligible to enroll in a voluntary 457b plan through Empower. Health Insurance - Self-funded Medical with a Consumer Driven Health Plan (CDHP) and PPO plan. The City contributes $500/$1,000 annually toward an HSA. Dental and Vision Insurance - The City offers PPO or HMO Dental Plans and a PPO vision plan. Life Insurance - Basic Life insurance ($250,000) for Department Directors; $2,000 for spouse and $1,000 each dependent under age 26 at no cost to employee. Tuition Reimbursement - Up to $5,000/calendar year (degrees, certifications, and continuing education.) Vacation - Maximum balance of 400 hours. Holidays - Twelve (12) paid days per year, includes employee birthday. Sick Leave - Up to fifteen (15) days per year (no accrual limit). Personal Days - Four (4) days per year deducted from Sick Leave. Wellness Program - El Paso Wellness Program - up to $150/month (Fitness Incentive or Biometric Incentive) and use of City gym. Desired Qualifications The successful candidate will possess a bachelor's degree in Purchasing, Supply Chain Management, Public or Business Administration, or a related field and five years of extensive professional-level experience involving the acquisition of equipment, supplies, services, and commodities for a government agency (preferably municipal), to include five years of supervisory experience or five years with a private company with a substantial purchasing program involving a competitive bidding and negotiation process. Eight years of progressively responsible administrative and leadership experience as a Department or Division Head in municipal administration is highly preferred. Additionally, within one year of appointment, the candidate should obtain valid certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Purchasing Certification Council. The ideal candidate will be comfortable working in a highly complex, binational region. The candidate will continue to build upon the good community relationships that presently exist.
