Position Overview
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Purchasing Specialist. Under the direction of a purchasing supervisor, this role will contribute to the efficient operation of the IDES statewide procurement program by planning, researching, and performing all aspects of purchasing for a variety of goods and services, including printing and forms management, commodities, equipment, consulting services and IT software. Responsibilities include close communication with IDES staff and vendors to identify products or services best suited for purchasing requests, drafting contracts and solicitation documents, investigating and resolving vendor issues, and ensuring compliance with state and federal procurement laws. This position provides a great opportunity for someone who has a strong knowledge of procurement best practices and is dedicated to supporting IDES' mission through strategic purchasing decisions. The ideal candidate will have strong knowledge of Illinois procurement laws and experience working in government procurement and with accounting and e-procurement systems such as SAP or BidBuy. Essential Functions
* Under direction, serves as a Purchasing Specialist for the Illinois Department of Employment Security (IDES)
* Serves as a technical resource consultant for purchasing activities
* As directed, monitors and evaluates vendor performance and compliance and investigates purchasing issues
* Utilizing a PC and systems including but not limited to Microsoft Excel, BidBuy and SAP modules, prepares complex analyses of pricing trends and other procurement data
* Reviews and develops various reports utilizing systems including but not limited to Microsoft Excel, BidBuy and SAP modules
* Keeps abreast of changes to federal and state laws, rules and regulations and agency policies and procedures related to procurement
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
* Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program
Specialized Skills
* Requires one (1) year of professional experience using math formula functionality in Microsoft Excel to create reports
* Requires one (1) year of professional experience using Illinois accounting and e-procurement systems, including SAP and BidBuy
Preferred Qualifications (In Order of Significance)
* One (1) year of professional experience using math formula functionality in Microsoft Excel to create reports
* One (1) year of professional experience using accounting and e-procurement systems; examples of applicable accounting and e-procurement systems include but are not limited to: QuickBooks, SAP, Procurify, Coupa and BidBuy
* One (1) year of professional experience working in finance or procurement
* One (1) year of professional experience reviewing contracts
* One (1) year of experience working in procurement for a large or mid-sized organization with multiple locations
* Professional experience demonstrating organizational skills to manage multiple competing priorities
* One (1) year of professional experience working with state procurement laws, regulations, procedures and guidelines
Condition of Employment
* Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP and the Fair Contracting Task Force.

* Requires an Illinois State Police background check and self-disclosure of any criminal history.
* Requires ability to travel in the performance of duties, with overnight stays as appropriate.
* This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
* Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
