General Position Summary:
This is a professional position that functions as a Construction Manager for Cowlitz County. This position provides a broad range of construction management services to all divisions of Public Works, such as roads, stormwater, water, sewer, diking, solid waste, parks, and other projects as assigned. The responsibilities include supervising inspection staff, performing complex plan review or inspection, conducting meetings, evaluating and resolving disputes and problems, and developing and maintaining construction records.

Cowlitz County is a great place to live and work. The I-5 corridor runs right through Cowlitz County providing quick access to the Vancouver, Washington and Portland, Oregon metropolitan areas.
* Manages construction contracts. Reviews contract documents for completeness and accuracy. Coordinates and facilitates pre-construction conferences. Negotiates and prepares contract change orders, ensures all contract requirements have been satisfactorily completed and prepares final project acceptance. Responsible for the inspection of final construction and prepares closeout documents.
* Plans, organizes and supervises the work of assigned staff. Recommends selection of staff, trains subordinates, and evaluates performance. Analyzes and resolves the most complex problems that arise and provides on-going technical expertise.
* Oversees project construction compliance with federal, state, and county regulations. Provides training to staff on regulations pertaining to road construction projects.
* Reviews and comments on plans and specifications prior to bidding.
* Supervises issuance and inspection of permits to occur within the County right of way.
* Perform general administrative duties to effectively administer and document the activities of capital construction projects and contracted maintenance projects.
* Investigate, resolve and respond to citizen's questions related to construction projects and right of way permitting in an effective and tactful manner.
* Oversees and coordinates materials testing on all County capital construction projects. Ensures that materials testing program meets all federal and state requirements.
* Attend and participate in department meetings. Present recommendations and ideas to enhance the division's performance and services it provides.
* Research and stay up to date on issues pertinent to the department.
* Perform other duties as assigned.
* Associates degree with major course work in construction management or a related field, and four (4) years of broad-based experience in construction management/inspection that would ensure the knowledge required for the duties of the job. Or, any combination of education, training and experience that would ensure the knowledge required to successfully perform the duties of this position.
* Possess and maintain a valid unrestricted driver's license (except for vision).
* Possess skill in reading, interpreting and explaining blueprints, specifications, codes, ordinances, and policies.
* Skill in recognizing defects in construction materials and techniques and recommending alternative methods.
* Skill in keeping accurate records.
* Effectively complete the essential job functions independently as well as being able to work well in a team environment.
* Skilled in modern supervision practices and techniques. Effectively relay information/instructions, motivate and counsel.
* Follow established policies and procedures and attain rigorous high level quality controls.
* Excellent interpersonal skills. Establish and maintain effective working relations with department employees, other county employees, other agencies staff, sub-contractors, and citizens. Able to tactfully deal with the public. Effectively relay instructions, explanations, and provide training.
* Able to organize and prioritize in order to effectively work in a multi-task and busy work environment with demands from multiple sources and projects.
* Excellent oral and written communications skills to prepare technical and other reports and make effective presentations.
* Possess research and data analysis skills, with the ability to arrive at appropriate conclusions, and make recommendations.
