Work includes organizing, planning, coordinating, evaluating, and directing the work of professional staff and other support services employees. The role is responsible for ensuring all County owned facilities are adequately utilized for space and property needs and tracking of the County's Capital Improvement Plan. This position also manages contracted building maintenance and upkeep. Work is performed under the managerial direction of the Facilities Director. DISTINGUISHING FEATURES OF THE CLASS The employee operates the Real Estate and Property Management Division which encompasses 3 sub divisions (Real Estate Project Management, Building and Grounds maintenance and Capital Improvement Planning) within budgeted funds, while ensuring County owned buildings and equipment are maintained and serviced for public and employee comfort and safety. Prepare, review, and analyze reports and present divisional budgets; hire, plan and the overall supervision of the division. Develop, implement, and evaluate short and long-range goals and objectives based on an assessment of building maintenance needs; develop and implement policies, procedures and performance standards. Manage all real estate transactions (purchases, sales, donations, and leases). Manage all County department space needs requests. Manage purchasing of new office cubicles, furniture, etc. to support other County departments' needs. Maintain an active Capital Improvement Plan and current status on building repair and up-fit needs to assist the Building Maintenance Division Director and Senior Capital Projects Manager in prioritizing work. Deals with contracted services, negotiates contracts, monitors standards, and ensures contractual compliance. Supervision and progress are checked through a review of reports. Examples of DutiesDUTIES & RESPONSIBILITIESEssential duties and responsibilities include, but are not limited to:
  • Oversees and directs review and evaluation of the division's overall operational effectiveness.
  • Maintains a building index by size, location and inhabitants of all County-owned and occupied facilities and coordinates short/long-range plans for their repair and equipment maintenance and/or replacement with the Building Maintenance Division Director.
  • Maintains a space inventory of all County occupied office space.
  • Provides long-term planning for space expansion needs based on other County departments' growth projections.
  • Maintains a database of accurate floorplans of County office space.
  • Manages all leasing of County-owned property to other entities and manages all leasing of property from external entities for County use.
  • Maintains an inventory of County-owned real property.
  • Manages and coordinates all tasks related to real estate acquisition and disposition processes per the direction of the Board of Commissioners and County Manager's Office.
  • Develops and implements divisional policies, procedures and goals.
  • Reviews the activities of the division; evaluates major workload, procedures, and problems and initiates changes to meet the County's priorities and goals.
  • Evaluates Capital budgetary needs based upon previous building renovations, inflationary influences, equipment, and supply needs and projections.
  • Works in conjunction with the Senior Capital Projects Manager and Building Maintenance Division Director to generate budgetary proposals for the County's Capital Improvement Plan (CIP).
  • Monitors and approves all Divisional expenditures and recommends necessary revisions.
  • Evaluates and determines training needs and coordinates the provision of training with the County training component of the Human Resources Department.
  • Establishes and develops work standards and specifications for the effective operation of the Real Estate and Property Management Division.
  • Reviews and revises existing policies and procedures to determine their practical application.
  • Ensures employees provide excellent customer service to other county departments, as well as their employees and visitors, while dealing with issues that arise. Also ensures work is performed safely and in accordance with State & Federal Regulations and reports any unsafe work conditions or practices to Risk Management.
  • Selects staff or delegates responsibility for staff selection to subordinate supervisors. Reviews and prepares performance evaluations, recommends promotions and dismissals and makes decisions regarding staff eligibility for incentive pay awards.
  • Provides Court space and furnishing needs as mandated by the North Carolina General Statutes.
  • Performs other duties as assigned.

  • Considerable knowledge of governmental budgeting and purchasing practices and procedures.
  • Considerable knowledge of real estate transactions and leasing required for government entities by the General Statutes.
  • Considerable knowledge of office space needs and allocations.
  • Considerable knowledge of Munis, Power Point, Word and Excel software.
  • Outstanding communication skills with internal and external customers.
  • Ability to plan and supervise the work of skilled, professional and administrative subordinates.
  • Ability to read and interpret blueprints, sketches, and architectural drawings.
  • Ability to handle controversial situations objectively and discretely.
  • Ability to present ideas and recommendations clearly and concisely, both orally and in writing.
  • Ability to present to elected officials on property and space needs clearly and concisely.
  • Ability to negotiate lease terms in the County's best interest.
  • Ability to establish and maintain working relationships with department heads, agency heads, contractors, vendors, community groups and the general public.

Typical QualificationsMINIMUM QUALIFICATIONS Graduation from a four-year college or university in municipal administration, construction management, business/organizational management, or business administration and six years of experience working with government real estate transactions, private real estate transactions or space management, with at least two years of experience in supervision OR a two year degree in business administration, construction management or management and eight years of experience in space management, building management or real estate transactions with at least two years of experience in supervision. PREFERRED QUALIFICATIONS
  • Two years or more of experience in the governmental setting handling real estate property sales, valuations and/or acquisitions.
  • Two years or more of experience managing leases for government entities.
  • Four years or more of managing projects in a governmental setting.
