Job Description:

The Real Estate Inventory Manager is responsible for ensuring the adequate management and maintenance of the URA's inventory of real property, and for managing interim uses of the URA's real property (such as licenses and leases). The Real Estate Inventory Manager will coordinate inventory-related needs with other City Departments and Agencies. This position also coordinates with the URA's transaction team and project managers on acquisitions, dispositions, leases, and licenses. The Inventory Manager will implement proactive property management processes and work to utilize the URA's real property portfolio to generate short- and long-term revenue streams. An ideal candidate will be innovative and focused on the long-term goals of the URA, and will encourage results-driven, task-oriented collaboration and process improvement. Job Title: Real Estate Inventory Manager Department: Real Estate Divisional Unit: Real Estate Reports to: Director of Real Estate Salary Band: $68,000-$73,000Full-Time: X Exempt: XPart-Time: Nonexempt:Essential Functions and Responsibilities:Internal expert on the physical, financial, and legal condition of the URA's real estate portfolio and how it relates to other publicly owned property and the inventory of URA affiliatesNegotiate terms of and manage mid- and long-term leases and license agreements, ensuring code and contract complianceExplore opportunities to utilize the URA's real estate portfolio for revenue generationCoordinate the maintenance of the URA's real property portfolio to a high standard, including managing contracts with service providersLead negotiations, and manage all third-party property management contractsCoordinate with URA's Quality Control & Inspection Department to ensure inventory is maintained to applicable codes and standards, and within approved budgetsCoordinate with the transaction team, supporting its work acquiring and disposing of real property and communicating relevant information with URA partners and stakeholdersOversee the pre-acquisition due diligence process, including information gathering, site inspection and reports, planning, and budgetingManage internal funding sources and budgetsCoordinate with Quality Control and Inspections and Finance to ensure utility, tax, insurance, and other property expenses are paidParticipate in site visits with developers, current or prospective property owners and tenants, and realtorsCoordinate property consolidations and subdivisionsField inquiries about publicly owned propertiesMaintain working relationships with the City of Pittsburgh Department of Permits, Licenses and Inspections, Department of City Planning, Pittsburgh Water and Sewer Authority, Allegheny Department of Economic Development, and the Allegheny County Conservation District as relevant to conditions, inspections, and permitting of the URA's real property portfolioAttend meetings and planning sessions to support understanding of the URA's real property portfolio and allow for better engagement of community stakeholders, developers, realtors, residents, and partner agencies with target outcomesParticipate in internal project meetings regarding projects where the sale or lease of URA property may be contemplated and support the role of the project manager(s) in such endeavors as assignedIssue and manage procurement processes for related professional servicesManage all aspects of the URA's LandCare program, including overseeing contracts and coordinating with other public agencies, including but not limited to: Housing Authority of the City of Pittsburgh, Pittsburgh Land Bank, and the City of Pittsburgh, to identify and implement programmatic efficiencies and shared services, as appropriateMaintain up-to-date rent roll and license database, and track spending on major propertiesPrepare documents, including requests for proposals, leases, and licensesImplement process improvementsParticipate in meetings of the Asset Management and Property Inquiry Review committees and provide input on management/maintenance and acquisition/dispositionManage relevant external coordination meetings with other public agenciesOversee the digital property inventory file as it pertains to property leasing, licensing, and maintenancePrepare and update Standard Operating Procedures related to URA's real property inventory Position Requirements and Qualifications:Bachelor's Degree in Real Estate, Business, Public Administration, Urban Planning, or a related fieldFive years of real estate, asset management, or development experienceKnowledge of real estate principles and practices, including identifying and analyzing trendsAttention to detail; strong writing and communication skills; expertise in ExcelExperience in property managementExperience with negotiating real estate transactions and related agreements as well as direct experience with deeds, easements, and other real estate contractsWillingness and aptitude to master applicable software programs, including ePropertyPlus, NetSuiteAnother combination of education, experience, knowledge and abilities demonstrating the qualifications necessary to perform the duties of this position would also be consideredPreferred Qualifications:Master's Degree Competencies:Promoting Equity, Diversity, and InclusionHighly OrganizedEstablishing FocusData ManagementAttention to DetailAnalytical ThinkingTechnical ExpertiseResults OrientationTakes InitiativeEntrepreneurial OrientationThoroughnessFostering Team WorkPhysical Requirements:Ability to safely and successfully perform the essential job functions consistent with the ADA, including travel to County and City officesMust be able to lift and carry up to 20 lbs., standing, sitting, reaching and stretching.Must be able to talk, listen and speak clearly on telephone.
