Duties

This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA or Fort Lauderdale, FL. The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period.

* Provides policy oversight and expertise for specialists assigned major capital lease projects to ensure customer satisfaction and attainment of all organizational and project goals and objectives.

* Ensures projects are completed in accordance with GSA policies and ensures all reasonable steps are taken to ensure projects are completed within each project's budget and schedule.

* Identifies practices and procedures which deviate from prescribed policies and procedures, directs appropriate corrective actions, and monitors its progress.

* Anticipates and resolves project related problems to the maximum extent possible within vested authority, negotiates resolution of problems not within the authority of specialists negotiating and administering contracts related to these projects, and develops contingency plans to mitigate the impact of unresolved problems.

* Assures timely accomplishment of all tasks assigned to specialists, assuring each specialist has an integral role in developing the final product or service, articulates and communicates to specialists' problems to be solved or program issues under review, ensures the organization's vision is integrated into the project goals.

* Provides expert advice on specific tasks and makes available written instructions, reference materials, and relevant background material, maintains current knowledge and answers questions from specialists assigned to projects on procedures, policies and directives, as needed.

* Serve on a variety of committees and task forces involving persons internal and external to GSA at a national level.

* Responsibility for the business management of the most complex, long range (3-5 years), lease projects from the preliminary planning stage through the development of the Solicitation for Offers, negotiation objectives, source selection criteria, and other elements comprising all aspects of the capital projects. Assignments encompass responsibilities such as planning, organizing, controlling, coordinating, reviewing and approving lease procurements and related work performed by other GSA organizations.

* Facilitates the effort and expertise of numerous staff members within various disciplines. Works with personnel in various disciplines including but not limited to project development, building management, realty, engineering and architecture, construction, contracting, lease budget and finance, security, quality assurance, environmental, historic preservation, valuation, and business and government management.

This position has job functions that must be executed within a specific geographic location; Atlanta, GA or Fort Lauderdale, FL. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. The GS-14 salary range starts at $129,134 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is experience in planning and developing major lease prospective projects including negotiating complex leasing provisions, awarding complex leasing projects and overseeing all phases of construction through occupancy.

* Effective skill managing project impacted by multiple competing priorities and requirements to successfully integrate these requirements to meet the goals and objectives outlined for regional capital development initiatives.

* Master oral and written communication skill to serve as an expert advisor to top GSA and PBS officials concerning major project management activities, policies, and procedures to interpret and explain highly complex and technical information to a wide range of stakeholders and to prepare and/or present briefing material to high level officials.

* Master of business management concepts, principles, and practices sufficient to permit the incumbent to serve as the business manager of capital lease projects from preliminary formulation stage through the requirement development stage, two-step source selection process, award and to point of occupancy.

* Mastery of real estate principles, policies, methodologies, concepts and practices as well as an expert understanding of the real estate market conditions and industry operations to provide business and project management of the most complex, long range lease projects.

* Knowledge of and skill in applying concepts and procedures inherent in or associated with project management, construction management, financial management, and procurement to achieve project goals and objectives.
