Thurston County Public Works is recruiting for a Real Estate Services Manager to join our dynamic, energetic, and innovative team. The successful candidate will be responsible for the administration of the Real Estate Services program. This team member is recognized as the technical subject matter expert for all matters related to the program and, in accordance with WSDOT approved Right of Way Procedures. The responsibilities of this position include providing professional, high-level services in property management, acquisition, disposal, research, right-of-way, franchise agreements, and complex permit oversight for large capital projects, complex leasing, and appraisals. The incumbent is responsible for the coordination, supervision, and oversight of a work team, complex acquisition/development projects, and development of strategies and policies.
Essential functions may include, but are not limited to, the following:
* Lead the hiring process, orientation, and training of new employees in the Real Estate Services division. Supervise, manage, lead, and coach Right of Way Agents, consultants and contract employees; review work and evaluate performance.
* Oversee and participate in negotiations related to the acquisition, sale, surplus, and management of real property; arrange the relocation of individuals and businesses when necessary; provide information and explain rights and procedures to stakeholders; determine monetary entitlements and prepare required documents. Provide final review/approval of counteroffers in accordance with the approved Right of Way Procedures.
* Prepare or review written materials related to real estate transactions including in-house title reports, valuations, purchase and sale agreements, memorandums of understanding, interagency agreements, deeds, leases, various types of permits, offer letters and other correspondence, closing instructions, and requests for Board of County Commissioners action.
* Develop and manage Real Estate Services budget, including cost estimates, mitigation studies and assemblage of properties related to capital projects, and all aspects related to the acquisition of property rights and relocation activities for County projects. Provide regular reports and projections to County Road Engineer, Public Works Director, and Board of County Commissioners.
* Manage County's real property and rights of way inventory. Respond to questions, comments and complaints regarding county-owned property including maintenance complaints, trespass, encroachments, and requests for secondary uses of county property.
* Develop guidelines, policies and procedures for County real estate activities to ensure compliance with local, state, and federal regulations, and current real estate practices.
* Establish and maintain effective working relationships with agencies such as FHWA, WSDOT, city of Lacey, city of Olympia, city of Tumwater, and Army Corps of Engineers.

QUALIFICATIONS:
* Bachelor's degree in real estate, business, engineering, environmental science or related discipline, with course work in real estate or related discipline. Additional experience may be substituted for education on a year for year basis.
* Five (5) years of progressively responsible work in the right of way field which include at least two (2) years' experience supervising full time employees.
DESIRED SKILLS:
* Possession of, or ability to obtain, a Washington State Notary Public Commission with in thirty days of employment is required for continued employment.
* Possession of, or ability to obtain, a Washington State Driver's License within thirty days of employment.
* Senior Right of Way (SR/WA) designation through the International Right of Way Association (IRWA), Washington State Real Estate Sales or Brokers License.
