POSITION INFORMATION

The Department of Environmental Services (DES) is seeking a Real Estate Specialist. This position is assigned to work in the Real Estate Bureau. The Specialist will work with various internal and external customers such as the public, vendors and County Planning staff on real estate related issues for development projects and will report to the Deputy Bureau Chief of Real Estate.
Specific duties include:
* Conducting negotiations for the acquisition or disposition of real estate property interests and researching land records;
* Coordinating real estate property acquisitions and dispositions extensively with all County agencies and the County Attorney's Office;
* Determining or obtaining the fair market value of real estate property and reviewing appraisal reports;
* Preparing draft contracts, easements, leases, license agreements and other real estate documents;
* Reviewing and explaining project engineering plans to property owners;
* Writing internal reports (explaining background, issues and concerns); and
* Presenting recommendations to the County Manager, citizens, civic associations, commissions and the County Board regarding the County's intent to acquire or dispose of real property.
The ideal candidate will have excellent communication and research skills along with considerable independent judgment used in negotiations.
SELECTION CRITERIA
Minimum:
* Bachelor's degree in business, law, real estate, or related field; and
* Three (3) years of experience in right-of-way and land acquisition, real estate appraisal, commercial leasing, real estate law, public planning, or a related field.
Substitution:
* Additional qualifying experience may be substituted for the educational requirement on a year-for-year basis.
* Additional education may be a substitution for some experience.
Desirable: Preference may be given to candidates with a law degree (Juris Doctor) or Master's degree in related field and/or experience with one or more of the following:
* Drafting contracts, easements, leases, license agreements, and other real estate documents;
* Direct contract negotiations;
* Business or government report writing;
* Land records research; and
* Certified General Real Estate Appraiser in VA or state with reciprocity.
SPECIAL REQUIREMENTS
* The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform duties at other locations. If the applicant possesses or acquires a license, they must authorize Arlington County to obtain, or the applicant must provide a copy of official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
* A pre-employment criminal records check will be conducted which may include checks of the following: criminal record, driving record, education, reference check, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information. Any offer of employment will be contingent upon successful completion of a background check.
* Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required upon hire and annually thereafter.
ADDITIONAL INFORMATION
Work Hours: Monday through Friday, 8:00 am to 5:00 pm, with flexible work hours. Employee must be available occasionally during evenings and weekends for presentations to property owners, leases, various commissions, civic associations, and the County Board. Some telework may be available, contingent upon workload and supervisor approval.
