Job Description:
Essential Job Functions The Army is currently focused on establishing accurate opening balances for Plant, Property, and Equipment (PP&E), including Real Property (RP), on their annual financial statements. This initiative aims to address a material weakness identified by an Independent Public Accountant (IPA) related to RP, ensuring compliance and accuracy in financial reporting. This role description outlines the critical responsibilities, qualifications, and expectations for a Real Property Consultant within the Army National Guard (ARNG) G-9, emphasizing the importance of financial accuracy, compliance, and process improvement. Primary Responsibilities: •Reviewing Key Supporting Documentation: Evaluate and verify documentation crucial to substantiating data elements for revaluation. •Performing Process Walkthroughs: Conduct detailed assessments of Real Property processes including acquisitions, physical inspections, and disposals. •Identifying and Remediating Control/Process Gaps: Recognize deficiencies in current processes and controls, proposing and implementing remedial actions. •Generating Supporting Documentation: Produce comprehensive documentation based on findings to support recommendations made to previously inadequate documentation. •Developing and Presenting Training: Create training materials and deliver sessions to ARNG personnel across the 54 States, Territories, and District of Columbia. •Providing Get Well Plans: Collaborate with individual facilities to devise improvement strategies based on identified deficiencies. •Researching and Developing Best Practices: Investigate and recommend best practices for ongoing RP management post-revaluation. Skills: •Background in Internal Controls: Experience in assessing and enhancing internal control environments. •Balance Sheet/Real Property Expertise: Proficiency in financial accounting principles related to Real Property and PP&E. •Travel Requirements: Ability to travel up to 50% of the time, visiting ARNG facilities across the 54 States, Territories, and District of Columbia. •Location: Preference for candidates in the Greater Washington area, but open to considering candidates outside the area. •Work Environment: Position involves 60% office-based work (Arlington and Tysons Corner, VA) and 40% remote work when not traveling. Qualifications: Bachelor's degree in Accounting, Finance, Business Administration, or related field. •Certification (CDFM, CGFM, CPA) preferred. •Experience with Microsoft Power BI/Power Apps •Strong analytical skills and attention to detail. •Excellent communication and presentation abilities. •Ability to work independently and collaboratively in a dynamic team environment.
