JOB SUMMARY:

Manages and participates in the work of the Real Property Services Division, which acquires and disposes of real property and property rights for various uses, and manages the County real property inventory.

Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this classification description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this description.

JOB DUTIES:

* Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

* Directs the activities of the Real Estate Section, which includes the Property Management, Title, Acquisition, Appraisal, and Relocation functions, among others.

* Procures real property and any rights thereon in cooperation with other County departments.

* Meets with County officials, department representatives, property owners and their agencies to discuss problems of right-of-way or other property requirements for County installations.

* Reviews all counter-offers of purchase offers with property owners and recommends settlements to County Board of Supervisors when an excess of appraised value is requested.

* Plans, directs, coordinates, authorizes, and approves the negotiations of agreements for acquisition of land rights and improvements.

* Coordinates, supervises, and evaluates day-to-day operations and maintenance of an assigned program; develops procedures for program operations; ensures compliance with applicable internal and external requirements.

* Plans and coordinates the development, implementation, and supervision of program operational goals, objectives, and activities; performs needs assessments; assesses consequences and outcomes of program in initiatives; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

* Serves as a liaison with external agencies, internal departments, citizens, and/or other interested parties regarding programs.

* Compiles and analyzes data; prepares and reviews related reports and correspondence; conducts research to identify emerging needs, trends, and services related to assigned area of responsibility.

* Attends and participates in a variety of meetings; represents the County with/on committees, councils, and/or other related groups.

* Coordinate all real estate and right-of-way acquisition/disposal matters with involved parties, County departments, attorneys, and other agencies and utility companies.

* Handle delicate and sensitive acquisition matters professionally and tactfully.

* Prepare professional reports associated with acquisitions, leases, and other matters associated with real property.

* Perform appraisal reviews, analyze leases, and review purchase and sale contracts.

* Negotiate and manage lease arrangements

* Give public presentations and to represent real estate matters at public and staff meetings.

* Manages the inventory, creation and maintenance of records for all properties owned, leased or under option to the County.

* Maintains absolute confidentiality of work-related issues, customer records and restricted County information; performs related duties as required or assigned

MINIMUM REQUIREMENTS:

* Bachelor's Degree in Business or Public Administration, Real Estate, Planning, Urban Planning or Civil Engineering;

* And six (6) years' experience in government land management, right of way appraisals, government acquisitions and management conducting the sale of government real property;

* With two (2) years of government real property supervisory experience.

* Or an equivalent combination of relevant education and/or experience may substitute for the minimum qualifications.

* A valid Arizona State Driver's License and Notary Public License is required within the first three (3) months of hire.

Preferred Requirements:

* A valid Arizona Real Estate License (active or not) is preferred.

* Senior Right of Way (or other) designation from in the International Right of Way Association is preferred and may be required and paid for by the County.

Knowledge, Skills and Abilities:

* Principles, practices, methods, and techniques used in researching and documenting of real property

* Principles and practices of real estate acquisition, property appraisal and land title law

* State and Federal statutes, and County codes and policies governing the acquisition, managing and disposing of public property

* Principles and practices of records management

* County geography, traffic patterns, streets and landmarks

* Strategic planning, project management and basic accounting/budgeting principles and practices

* Grant application and administration process and procedures.

* Effectively managing staff and delegating tasks and authority

* Assessing and prioritizing multiple tasks, projects and demands

* Preparing marketing and public outreach information

* Reading, analyzing, and interpreting technical and legal documents, statutes, and regulations

* Operating a personal computer utilizing standard and specialized software

* Reading and interpreting maps, diagrams and technical specifications

* Communicating with coworkers, residents concerning complaints, project completion and access to properties

* Cultivating a positive work environment

* Providing quality customer service and maintaining productive working relationships

* Prioritizing and setting manageable goals

* Being efficient at work

* Communicating effectively with management, staff, customers, and visitors

PHYSICAL DEMANDS:

Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone. The ability to withstand varying weather temperatures; lifting, unloading, pushing and carrying small shipments to and from various locations throughout the County. Position is located in an indoor and outdoor environment.
