Duties
As a Realty Specialist your duties will include but are not limited to the following:
* Develops, modifies, and implements procedures and policies to effectively administer the real property transactions and projects for the assigned Region/office. Provides expert consultation and guidance to senior management, technical specialists and staff of state and Federal agencies in matters that are complex or unusual to develop viable solutions or procedures for handling such matters which frequently involve unique or controversial issues that are not readily resolved by the application, adaptation, or extension of conventional approaches.
* Initiates and completes assignments and requirements according to laws, regulations, policies, instruction memoranda, manuals and established practices. Ensures the proper interpretation of these sources including developing innovative
approaches to situations that do not fit into standard practices and procedures. Prepares and develops non-traditional legal documents such as flowage, construction and development easements, and leases and permits so there is an
understanding between the parties which is necessary to transfer title/ownership rights to real property.
* Exams land proposed for acquisition by the Fish and Wildlife Service. Plans and resolves appraisal problems then analyzes and prepares final appraisal reports. Analyzes and resolves conflicts in case action policy and program objectives. Resolves complex issues in cases of right-of-way and lease management records, documents, files and associated processes such as casework adjudication, docket control, appraisal, master title plats, permits, deeds, and other related land management actions.
* Negotiates with private landowners; representative of Federal, state, and local government agencies; corporations; civic organizations; and non-profit associations for the acquisition of property by purchase, lease, easement, exchange, and/or
donation. Work that is done with other Federal agencies, i.e. Bureau of Land Management, U.S. Coast Guard would involve transfers of property from one bureau/agency to another.
* Participates in the development of a functional FWS Realty Program Strategy working with management to acquire the necessary positions, infrastructure, goals, and funding to address future progression and success of FWS realty and land
management goals. Reviews, prepares, monitors, and updates planning documents. Prepares and develops the preparation of lands and realty information for planning documents, plan amendments, and plan maintenance. Prepares, collects, evaluates and consolidates land use data as needed by for realty program management and related transactions.

Minimum Qualification [GS-12]
One year of specialized experience equivalent to at least the GS-11 level of the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include: acquisition of real property; negotiating with various partners (including landowners, non-profit conservation organizations, and governmental bodies) on projects that involve the acquisition of important fish and wildlife habitat; preparing and developing non-traditional legal realty documents; procuring and reviewing abstracts of title; analyzing and taking appropriate action to clear title objections; drafting acceptable legal documents to be executed and recorded in order to vest title; examining lands for proposed acquisition; planning, analyzing and resolving valuation problems; providing advice to others on realty acquisition matters. NOTE: Your resume must contain sufficient detail at this level of work, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

This vacancy utilizes a multiple hurdle assessment process to determine the qualifications of applicants. Knowledge of realty policies, guidelines, and regulations in order to provide recommendations and support decisions for a wide variety of land and realty transactions.
Knowledge of land law examination practices in order to interpret legal descriptions, aerial photos, abstract maps, plat tract maps and courthouse records of title, deed restrictions and accurately determine land ownership and status.
Skill in communications to create realty and land management documents, lead and participate in community and stake holder meetings, and deal with business decision-making situations involving the private sector.
Ability to work effectively with a variety of audiences, including senior Service managers, other government officials, and representatives of private organizations, sufficient to assure cooperation and acceptance of proposals and recommendations affecting ongoing and new realty management projects, programs, policy and/or procedures.
Skill in using computer programs for maintenance of real property inventory and other computer programs such as Microsoft Word, Excel, email programs and Adobe products in order to operate and manage realty program automated land and records systems and other applications that collect, enter, manipulate, update and maintain realty data and program standards to ensure data quality, integrity and adherence to quality control standards and procedures.
Knowledge of a wide range of real estate principles, concepts, and practices as well as a good understanding of the real estate market sufficient to perform work such as: acquiring/disposing property or space and developing/managing Federal-owned property.
