Duties

As a Realty Specialist, you will:

* Provides real estate services to acquire, manage, and dispose of real property rights and assets for both maintenance and construction of the BPA Transmission System and the Fish and Wildlife Program.

* Devises innovative approaches to negotiate compensation or other terms of contracts, leases, and agreements for complex and unique properties, right-of-way or relocation issues, or environmental concerns

* Plans, develops, implements, interprets policy for, and administers property management and disposal for a wide range of routine and complex real property cases.

* Provides extensive courthouse real estate research including ownership, land rights, property descriptions, zoning, land use planning, etc.

* When assigned, serves as the primary Real Property Services support for BPA's Tribal Affairs and BPA's Wireless Program.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-9: You must have one year of specialized experience equivalent to the next lower grade (GS-07). Specialized experience for this position is defined as: Applying real property principles, rules, regulations, and practices and a general understanding of real property processes to 1) provide real property services that include real property acquisition, leasing, land management activities (not property management), or disposal of real property, and; 2) valuation principles and practices to assist in or to estimate value of property.

You may substitute education for specialized experience as follows:

* Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-

* Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Specialized experience for this position is defined as: Experience in Applying real property-based principles, concepts, and practices to 1) conduct land rights review and analysis of easements, fee owned real property, or other land rights. 2) conduct negotiations for property rights acquisitions.

3) Review and assess title and existing property encumbrances, and determine compatible uses) and; 4) perform real property rights management and disposal of easements, fee owned property and or other land rights (i.e., land use agreements, encroachment removal, land dispute resolution, and disposal of easements and fee owned lands).

You may substitute education for specialized experience as follows:

* Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-

Specialized experience for this position is defined as: Specialized experience for this position is defined as: Applying knowledge of a wide range of federal real property lands-based principles, concepts, and practices to 1) perform as a member of a project team in complex negotiations to acquire multiple connected tracts of land and land rights (e.g., complex title history review and clearing, federal permit acquisition, tribal lands negotiations, easement acquisition, fee purchase of land, land leases, permits, etc.) and; 2) perform as a team member in politically sensitive real property rights management and disposal of complex easements, fee owned property or other land rights requiring the division of land and personal property (i.e., multi-party land use agreements, embedded trespass removal, encroachment removal, multi-party land dispute resolution, and disposal of easements and fee owned lands).

There is no substitution of education for experience at the GS-12 grade level.

Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
