This position is responsible for the overall management and maintenance of the Clerk's records management program in accordance with Florida Statutes, Regulations and Rules of Judicial Administration. This position represents the Clerk's as the agency Records Management Liaison Officer (RMLO) with the State Archives and Records Management Offices within the Florida Department of State. This role comes with significant daily autonomy, so it's essential that you are both trustworthy and proactive.
  • Lead on Clerk's Records Modernization Project;
  • Collaborating with IT staff to develop, improve and manage electronic records management systems and best practices, and playing a critical role in their implementation;
  • Maintaining, analyzing, and managing traditional records management systems including classification, retention, storage, archiving, retrieval and destruction, in accordance with all federal and state requirements and best management practices;
  • Acting as the Clerk' RMLO with the State Archives and Records Management Offices within the Florida Department of State, including preparing all required reports;
  • Developing and interpreting policies and procedures related to traditional and electronic records management and public records compliance;
  • Making recommendations to senior management for the purchase of, or upgrade to, traditional or electronic records management equipment and software;
  • Exercising professional judgment and initiative in solving problems;
  • Staying current in knowledge of all laws and best management practices affecting the public sector records management and public records functions by reading periodicals, maintaining certifications, continuing professional education and attending seminars and conferences; and
  • Coordinating and managing the Clerk's Public Records function, including but not limited to:
  • Receiving public records requests.
  • Calendaring responses.
  • Coordinating with Clerk's departments to compile records.
  • Reviewing responsive documents and redacting exempt/confidential information with advice from the Chief Information Officer or Clerk's attorney, as necessary.
  • Preparing cost estimates.
  • Tracking public records requests.
  • Responding to public records requests and otherwise ensuring compliance with Public Records laws.
  • EDUCATION AND/OR EXPERIENCEEducation:Bachelor's degree in business administration, management, public administration, computer science or information technology, records systems management or related field.Experience:Five (5) years of progressively responsible experience in traditional and electronic records management, or an equivalent combination of training, education and experience, is required. Experience at the manager-level is preferred.An equivalent combination of education, training and experience may be substituted at the Clerk's discretion.Licenses/Certificates:
    • Current Certified Records Management (CRM) certification issued through FRMA, ARMA and/or AIM is required (or the ability to become certified within a year of starting employment).
    • A valid Florida Driver's License or Florida Identification is required for the hiring process.
    Criminal Background ChecksAll employees of the Clerk's office are required to have their fingerprints scanned as part of the hiring process so that a criminal background check can be performed. All employment shall remain probationary at least until the background is cleared. Because it is necessary for all Clerk's office employees to be bonded, any criminal background check results that reveal a finding of guilt by a court or jury, an admission of guilt or no contest in any criminal matter regardless of adjudication may result in termination even after probationary time is completed. Employment with the Clerk's office is a statutorily appointed position and serves at the will and pleasure of the elected Clerk of Court.
