Recreation Director- Community Services CoordinatorPerforms a variety of professional and administrative work in planning, developing, scheduling, directing, and implementing a year-round, town-wide recreation program. Also, performs duties to administer Town assistance programs, builds relationships with community service providers, and serves as an information resource to connect Harpswell residents of all ages to available services.Supervision ReceivedWorks under the direction of the Town Administrator.Supervision ExercisedExercises administrative direction over volunteers, vendors, paid instructors, service providers, and community groups.Essential Duties and ResponsibilitiesDevelops and administers comprehensive community cultural, recreational, and other leisure activities year-round, including athletic leagues, instructional programs, day camps, and special events.Administers the Town's General Assistance and Heating Assistance Programs and maintains all required records.Maintains contact and builds relationships with local, regional, and state agencies that provide services to residents.Works closely with Harpswell Aging at Home to meet community needs.Prepares correspondence, responds to emails, phone messages, texts, and Facebook messages in a timely manner.Prepares registration forms, flyers, publicity materials, press releases, and photographs.Handles public relations duties, responds to complaints, and manages league suspensions and rule enforcement.Attends town meetings, recreation committee meetings, and other relevant meetings.Develops, administers, and oversees department policies, operating manuals, and handbooks.Schedules quarterly Recreation Committee meetings and prepares agendas.Oversees the Cedar Beach Monitoring Program and provides staff support to the Bandstand Committee.Builds partnerships with entities like Harpswell Heritage Land Trust to promote the department's mission.Maintains the Recreation and Community Services Department website, Facebook page, and email subscription list with current information.Attends recreation programs regularly and works closely with local schools for programming.Maintains a database of registrants and generates calendars for events, facilities, and sports schedules.Fosters relationships with recreation service providers, vendors, and other town recreation directors.Encourages cooperative programs with surrounding towns.Sits on required league boards and schedules instructors, volunteers, and sponsors.Trains and supervises coaches and volunteers, filling in as needed.Orders and distributes equipment and supplies for programs.Prepares the annual report for the Recreation Department and Committee.Ensures compliance with town, state, and federal policies and safety requirements.Oversees town-wide recreation interest surveys and prepares budgets for programs.Ensures fields, trails, and facilities are maintained safely and visibly serves as a contact for recreation programs.Applies for grant assistance from State and Federal agencies.Performs other work as required.Desired Minimum Qualifications Education and Experience: High School diploma or equivalent required. Bachelor's degree in recreation, leisure services, education, or physical education preferred.Two years of progressively responsible experience in community services, or an equivalent combination of education and experience. Necessary Knowledge, Skills, and Abilities: Knowledge of the principles and practices of modern community services; Knowledge of equipment and facilities required in comprehensive recreation programs; Knowledge of the principles and practices of maintenance; Knowledge of community recreation needs and resources; Knowledge of the principles and practices of office management, work organization and supervision; Knowledge of sports.Ability to establish and maintain effective working relationships with Town officials, volunteers, and the general public; Organizational ability; Ability to deal courteously with the public; Familiarity with modern office practices, procedures, computers, and other office equipment; Ability to analyze, evaluate, and exercise judgment to solve problems or make improvements in existing procedures; Ability to plan, organize, coordinate and implement a comprehensive community recreation program; Ability to supervise volunteers; Ability to communicate effectively, verbally and in writing.Skills in operating relevant tools and equipment.Special RequirementsValid driver's license required.
