Salary : $5,338.67 - $6,673.33 Monthly Location : Kerrville Job Type: Regular Full-Time Job Number: 2024-00052 Department: Parks and Recreation Department Opening Date: 10/18/2024 Closing Date: Continuous Job Summary Manage, operate and maintain all aspects of aquatics, athletic, and recreation, programs, and community special events year-round. This is accomplished by supervising and coordinating staff; planning, managing and marketing programs, events, and facilities; preparing and monitoring budgets; and interacting with city departments, employees, other agencies, and citizens. This position requires a flexible schedule. Principal Duties and Responsibilities This information is intended to describe the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Manages the Aquatics, Community events, Recreation, Tennis and any other assigned divisions and personnel including hiring, training, developing, and scheduling of staff.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support functions, and internal reporting relationships; and identifies opportunities for improvement.
  • Maintains harmony among staff and resolves conflicts / grievances; assists subordinates in understanding / performing duties; adjusts procedures, as needed: coordinates internal and external work teams and addresses errors and complaints.
  • Effectively manage operations, programs, and marketing through proper allocation of staff, equipment, and budget. Create, maintain, and be accountable for accurate records, expenditure and revenue budgets, and cash handling.
  • Conducts revenue collection by ensuring guests pay published and City Council approved fees, setting up the system when fees are collected, checking for accuracy, balancing cash drawer, training staff to collect fees and preparation of deposits, and abiding by City cash handling policies.
  • Manages and participates in the development and administration of the budgets of assigned divisions.
  • Oversees all fiscal areas and performance of assigned divisions.
  • Produces programs and special events from conception to completion.
  • Responsible for the organization, implementation, coordination, and evaluation of all aspects of activities, events, and programs.
  • Maximizes planning and best practices to ensure success of such activities.
  • Maximizes revenue production through creative programming, sponsorships, grants, and quality control.
  • Stays abreast of new trends and innovations in the Parks and Recreation industry.
  • Responsible for all marketing initiatives for the assigned divisions, department in general, and other marketing tasks as assigned to ensure maximum media coverage and community engagement.
  • Responsible for the department Activity Guide, updating department website, and all other marketing material including social media.
  • Monitors and ensures safety of staff and participants involved in programs, events, and / or using facilities.
  • Creates and maintains emergency inclement weather and safety procedures and systems.
  • Develops and implements safety and training programs, establishes programs that limit the severity and number of on-the-job injuries and accidents.
  • Responds to public inquiries, problem-solve, de-escalate, and work to create and maintain positive public relations for the department and City.
  • Act as the official division representative and provide assistance to other City departments and outside agencies.
  • Assists department leadership as assigned.
  • Ensures compliance with insurance, legal, health, and safety obligations. Ensures compliance with all applicable local, state, and federal regulations and laws.
  • Assists the Director and Assistant Directors with the delivery of department planning, operations, policies, goals, and objectives. Manages division business plans in line with the City's Comprehensive Plan, Strategic Plan, and Department Plan.
  • Performs other duties as may be assigned.
  • Required Knowledge, Skills and Abilities
    • Strong aquatics, athletics, recreation, special event planning, operations, programming, marketing, and budgeting skills.
    • Excellent communication, supervisory, leadership, and time management skills.
    • Ability to effectively plan, organize and maintain records, implement written policies, and maintain good working relationships with people of all ages.
    • Ability to exercise good judgment and provide technical assistance to assigned staff and other city staff. Ability to analyze problems and present appropriate recommendations.
    • Ability to work both independently and with a team.
    • Ability to work with money; adding, subtracting, counting.
    • Ability to complete attendance and accounting reports.
    • Ability to maintain regular and predictable attendance.
    Education, Certification and Experiences
    • Possession of a Bachelor's degree in Parks, Recreation, and Tourism or related field.
    • Minimum of 2 years supervisory experience required.
    • Possession of a valid Texas Class C driver's license.
    • Jeff Ellis & Associates ILTP Lifeguard Instructor and Swimming Program Coordinator or the ability to obtain within first 6 months of employment.
    • Certified Pool Operator or Aquatic Facility Operator or the ability to obtain within the first 6 months of employment.
    • Certified Parks and Recreation Professional (CPRP) or ability to obtain.

    • Medical: With budget approval, the City contributes 100% of the cost for employee only coverage and contributes a portion of the cost of dependent coverage.

    • Life and Accidental Death & Dismemberment (AD&D) Coverage: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Long Term Disability Insurance: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
    • Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
    • Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
    • Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
    • Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
    • Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
    • Social Security: Current rate is 6.2% for both employee and employer
    • Medicare: Current rate is 1.45% for both employee and employer.
    • Vacation - 12 days annually during first five years of employment (accrued monthly)
    • Sick Leave - 12 days per calendar year (accrued monthly)
    • Holidays - 12 holidays plus two floating day
