THE POSITION

Are you interested in organizing and planning specialized recreation programs and/or social activities on a part-time basis for the City of Modesto? This may be the perfect opportunity for you!

This is a part-time, at-will, non-benefitted position. Hours are limited to less than 1,000 hours per year.

The Recreation Program Coordinator is responsible to organize, design, and implement specialized recreational programs. These programs may include, but are not limited to, the areas of adult and youth recreation activities, social services, sports and aquatics, special events, camps and classes; to perform duties requiring specialized knowledge; and provide administrative support to the assigned supervisor.

Vacancies are at various City locations. Staff are typically used in the following programs or locations:

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

Essential and other important responsibilities may include, but are not limited to, the following:

Plan, organize, and conduct assigned programs.

Perform all responsibilities and duties of a Recreation Leader, Cashier, and Specialist as assigned.

Plan, prioritize and review the work of part-time recreation staff assigned to a specific and/or specialized recreation program.

Develop schedules and methods to accomplish assignments, ensuring work is completed in a timely and efficient manner; schedule specific program hours and coverage; contact off-duty employees to make necessary adjustments in schedules.

Hire, train, develop, schedule, evaluate and assist part time staff.

Monitor part time staff to correct performance and/or program deficiencies, and evaluate activities recommending improvements and modifications.

Assist with the hiring of part-time personnel necessary for programs, special events, camps, and classes.

Maintain and submit detailed reports and records as required.

Attend meetings and training sessions as required.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Exercise proper program safety practices and procedures while carrying out programs.

Ensure all staff and volunteers adhere to all City and Department program rules and guidelines; provide necessary discipline and accurate records of all incidents.

Monitor staff certifications and trainings.

Maintain close contact with school officials and community groups regarding program offerings and coordination of services.

Participate in training recreation staff and volunteers in procedures and the use of equipment and facility operations.

Track expenditures and provide input for program budget needs for assigned program.

Marginal Functions:

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

Practices and techniques for favorable public relations, group cooperation and programming for participants.

Principles and techniques used in developing a well-balanced recreation program.

Principles and practices of office management, fiscal record keeping and scheduling.

Computer programs and applications including word processing and spreadsheets.

Recreational, social and cultural needs of the community.

Ability to:

Read and write at a level necessary for successful job performance, including the ability to follow and to interpret written instructions and to perform basic arithmetic.

Think clearly, quickly and accurately in emergencies.

Develop favorable public relations and maintain an appearance that projects a positive image.

Provide supervision over assigned staff; effectively train and coach staff and volunteers.

Perform complex work pertaining to recreation program implementation.

Understand, interpret and explain department policies and procedures; explain operations and problem solve office issues for the public and with staff.

Coordinate, organize and implement recreation and leisure activities and special events.

Operate recreation programs within allocated budget.

Monitor recreation programs to ensure compliance with related regulations, policies and procedures.

Coordinate and schedule a variety of activities.

Establish and maintain effective working relationships with those contacted during the course of work.

Prepare reports and records as required.

Work various shifts including days, evenings, weekends and holidays as assigned.

Lift and carry heavy objects.

Run forward, backward and laterally.

Perform light custodial maintenance tasks.

Travel from worksite to worksite as needed.

Identify and analyze potential problems, situations and needs; accurately and quickly carry out solutions.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of increasingly responsible experience equivalent to an Aquatics/Afterschool/Recreation Specialist with the City of Modesto.

Training:

Equivalent to an Associate's degree with major coursework in recreation, physical education, social services or a related field.

Required to attend, participate and complete all trainings as assigned. Including, but not limited to, Mandated Reporter training.

License or Certificate:

Possession of, or ability to obtain, an appropriate valid California driver's license.

Possession of the below certificates are required to be obtained within 30 days of appointment to be scheduled and must be maintained for continued employment.

* Adult and Pediatric First Aid/CPR/AED Certificate

* Certifications must have an in-person, instructor-led skills session with hands and breaths training.

When Assigned to Aquatics

* Possession of a valid American Red Cross Lifeguard Certificate, a Standard First Aid Certificate, a Cardiopulmonary Resuscitation (CPR) Certificate.

* First Aid for Public Safety Personnel (Title 22) Certificate, and Lifeguard Instructor Certificate are required within six months of appointment. Failure to obtain these certificates within this may result in termination.

Additional Requirements:

Must be a minimum of 18 years of age at time of application.

NOTE: If hired, you will be required to be fingerprinted at time of appointment, in compliance with Section 10911-5 of the Education Code and Section 5164 of the Public Resources Code. In addition, it is the City's policy to not hire individuals convicted of any crime involving moral turpitude, including, but not limited to:

An offense involving conduct requiring registration pursuant to Penal Code Section 290 (sex offender); an offense involving sexual misconduct with children; an offense involving prostitution (including solicitation).

An offense involving conduct requiring registration pursuant to Health and Safety Code Section 11590 (controlled substance offenders) or any felony offense involving drugs (including possession, sale, distribution, transporting or conspiracy).

A felony offense involving the use of force and violence upon a person or another, or a misdemeanor offense for same within the last five (5) years.

PHYSICAL AND MENTAL REQUIREMENTS

Mobility: frequent performance of moderate manual labor; frequent sitting, walking or standing for long periods of time; occasional bending, twisting, kneeling or squatting; moving forward, backward or laterally. Lifting: frequent lifting up to 25 pounds; occasional lifting up to 50 pounds. Vision: constant use of overall vision. Dexterity: frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking in person. Emotional/ Psychological: frequent coworker contact; occasional working alone. Environmental: occasional exposure to loud noises and frequent exposure to large groups of people.

WORKING CONDITIONS

Conditions will vary depending on assignment. Work may also be performed in a typical outdoor environment on a year-round basis subject to street or field noise and year-round weather conditions. Work often occurs at remote locations. Positions may require holiday, evening, or weekend work and travel.
