(Sheladia), a minority-owned business established in 1974, is an engineering and architecture firm supporting U.S. government, state and county projects, as well as U.S. funded international projects and multi-lateral donor bank and host-country funded projects.Job DescriptionThis is a full-time, IN-OFFICE position. Applicants should be located in USA and able to commute to Rockville, Maryland. This position focuses on the recruitment and placement of U.S. Citizens, ex-Patriots/third-country Nationals, and local/home country Nationals for projects located internationally. Project locations include, but are not limited to: Guyana, Cambodia, Malawi, South Sudan, Ethiopia, Kenya, Uzbekistan, Pakistan, Ukraine, Nigeria, India, Senegal, Bangladesh, Sri Lanka, Mongolia, Fiji, and other locations world-wide.
  • Provide full life cycle recruitment support to the company's international division for placement of personnel on active international based project contracts and for prospective opportunity proposal submissions.
  • Act as company's first point of contact with and liaison to prospective candidates, providing personable, customer service oriented interactions and ability to market or sell positions to candidates.
  • Lead high-volume sourcing efforts to staff a variety of technical roles for active international development contracts, RFPs and pre-RFP engagement on tight time constraints.
  • Analyze client requirements for prospective staff from Request for Proposals and Staffing Requisition Forms.
  • Update and maintain Sheladia's Applicant Tracking System (ATS)/CV Database on a regular basis.
  • Develop recruitment pipeline of qualified candidates using job boards and networking.
  • Create and post job descriptions on a variety of job boards and company's ATS.
  • Verify professional references, ensure personnel are not included on donor banks' blacklists, as well as other relevant source verifications to assess technical expertise.
  • Negotiate salaries with prospective candidates.
  • Collaborating with the firm's other technical units to coordinate the recruitment process.
  • Prepare a weekly recruiting status report to track pre-RFP, RFP and Contract Stage staffing needs.
  • Other duties as required.
This position currently supervises one (1) staff member.Qualifications
  • 5 or more years of recent and relevant international project recruiting experience is a must.
  • Must have experience in federal and international government contracting and staffing for proposals in a fast-paced environment.
  • Previous experience recruiting personnel for USAID, World Bank, or other development agency funded projects is strongly preferred.
  • Previous experience negotiating salaries with US Citizens and international experts preferred.
  • Bachelor's degree strongly preferred (International Relations, Human Resources, Business Administration or related).
  • Must have understanding of and ability to work with and navigate cultural sensitivities and differences.
  • Must have the ability to market the company to prospective candidates, presenting a professional, polished and friendly image.
  • Recruitment experience in engineering and architectural fields strongly preferred (not IT related).
  • Proficiency with online social/professional networks to recruit candidates.
  • Experience utilizing an applicant tracking system (ATS) required.
  • Excellent interpersonal skills, including phone manner with the ability to build strong relationships with prospective candidates.
  • Ability to work independently and meet tight deadlines while covering multiple proposals.
  • Excellent information management and research skills with very strong attention to detail.
  • Must be eligible to work in the US.
