Job DetailsJob LocationNational Center on Institutions and Alternatives Inc - Baltimore, MDPosition TypeFull TimeJob ShiftDayDescriptionJob Title:Human Resource Recruiter Department:AdministrationReports To:Human Resources ManagerFLSA Status:ExemptGeneral Purpose of the Job: Under the direction of the Senior Human Resources Recruiter, the Human Resource Recruiter position is responsible for posting position vacancies, source candidate pools from both internal and external job seekers, perform and coordinate interviews for both manages and potential applicants, moving the selected hire through the pre-employment and onboarding process. You will also assist in adhering to department and compliance policy covering recruitment, aligning business staffing objectives with employees and management in designated departments. The role assesses and anticipates recruitment related needs. By communicating needs proactively with our HR department and business management, the Recruiter seeks to develop integrated solutions. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the business objectives of the organization. The position may include additional human resource responsibilities. The Recruiter maintains an effective level of business literacy about the departments current staffing needs and working with those key stakeholders with meeting operational goals. The Recruiter ensures effective administration of the employment process and compliance with state, Federal, and all applicable regulatory requirements as well as Agency personnel policy and procedures. The Recruiter also serves as a resource to other Human Resources personnel. Essential Duties and Responsibilities:General Duties:
  • Implements the employment process to include, but not limited to, recruitment, screening and interviewing qualified applicants, administering skills assessments, and onboarding completing all required electronic recordkeeping and associated documentation.
  • Prepares employment records related to events, such as hiring, termination, or transfers, using human resources information system software.
  • Ensures accurate and timely completion of pre-employment requisites based upon position, to include but not limited to, criminal background, drug/alcohol testing, MSDE sexual history and certification forms, and pre-employment health and TB screening.
  • Ensures new hires complete Onboarding Checklist including, but not limited to, verifying I-9 documentation.
  • Assists with New Employee orientation for direct support professionals and managers/supervisors.
  • Assures compliance with state and Federal employment laws, Agency policies and all applicable regulations and standards.
  • Specific Duties:
  • Develops and implements recruitment strategies which will attract, promote and retain qualified and talented staff.
  • Develops behavioral-based interviews for new positions and revises existing interview forms, as needed. Interviews job applicants to obtain information on work history, training, education, or job skills.
  • Hires employees and processes hiring-related paperwork.
  • Informs job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.
  • Selects qualified job applicants or refers them to managers, making hiring recommendations when appropriate.
  • Conducts reference or background checks on job applicants.
  • Accurately enters data in the Human Resource Information System, Paycom.
  • Conducts regular meetings with respective departments and/or agency management.
  • Works closely with management and employees to improve working relationships, building morale, and increase productivity and retention.
  • Implements agency processes for new hires, promotions and transfers.
  • Assists employees with related HR matters.
  • Coordinates with outside staffing agencies to secure temporary employees, based on departmental needs.
  • Communicates and collaborates effectively with Credentialed, Senior and Support Staff, Direct Support Professionals, peers and subordinates in written form to include email and orally in person or by telephone.
  • Provides customer service to internal and external customers with judgment and tact.
  • Contributes to a work atmosphere in a manner which is positive, enthusiastic, respectful and courteous.
  • Displays the highest ethical and professional behavior and standards when working with internal and external customers.
  • Attends work regularly according to Agency policy and works a flexible work schedule that ensures completion of assigned work duties which may include evenings and weekends.
  • Attends and participates in in-service training, staff meetings and other activities to facilitate professional development.
  • Works cooperatively with others including all staff, supervisors, administrators, co-workers, people served, community professionals, customers, vendors and the public.
  • Assumes other duties, responsibilities and special projects as needed.
  • Supervisory Responsibilities: NoQualificationsEducation and/or Experience:
    • Bachelors degree(s) from an accredited college or university in a field related to human services; course work or professional training in the area of human resources.
    • Three years or more of experience in human resource management and/or development.
    Certificates, Licenses, Registrations:
    • PHR or SHRM-CP preferred.
    • Valid drivers license. Must have an acceptable driving record as determined by criteria established by the Agencys insurance carrier and by Agency policy.
    Other Knowledge, Skills and Abilities:
    • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
    • Knowledge of principles and processes for providing customer service.
    • Knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).
