As our Recruitment Lead, you will play a pivotal part in managing the daily operations of a dedicated team of Regional Recruiters, guiding their efforts and overseeing statewide hiring activities while working closely with the Recruitment Supervisor to plan, coordinate, and execute recruitment strategies while fostering partnerships with communities and organizations to expand our talent pipeline. You'll supervise and train a dedicated team of Regional Recruiters, providing guidance and oversight to keep our recruitment processes seamless, efficient, and aligned with our strategic goals. Your responsibilities will include but are not limited to:
* Supervise and Mentor: Lead Regional Recruiters in their daily responsibilities, from sourcing to candidate engagement, offering hands-on training and real-time feedback.
* Oversee Recruitment Operations: Manage and optimize daily recruitment processes to ensure seamless execution of events and hiring activities.
* Ensure Strategic Alignment: Coordinate with the Recruitment Supervisor to ensure all recruiter activities are in line with departmental goals, focusing on certified positions, ensuring recruitment activities align with agency-wide goals.
* Statewide Engagement: Travel across the state to provide coverage, assist with auditing recruiting practices, and deliver additional training for hard-to-fill positions, enhancing the efficiency and reach of our team.
* Community Partnership: Lead special initiatives targeting local partnerships and community engagement to bolster recruitment.
* Collaborative Coordination: Work hand-in-hand with hiring managers across divisions to understand and meet recruitment needs effectively.

Recruitment Lead will be responsible for maintaining administration of the recruitment activities, ensuring that high-quality candidates are continued to be sourced and recruitment in alignment with NC Department of Adult Correction needs. Reporting to the Recruitment Supervisor, the Recruitment Lead will play a key role in planning, coordinating, and executing various recruitment initiatives throughout the state and facilitating special recruitment initiatives targeting community and organizational partnerships to foster recruitment returns. The Recruitment Lead will play back up to the Recruitment Supervisor and may be designated tasks by both the Recruitment Supervisor and the Talent Acquisition Manager. The Recruitment Lead will guide and provide direct supervision and training to the junior and senior Regional Recruiters and work collaboratively with hiring managers across the agency divisions and sections.
The Recruitment Lead will be expected to travel statewide to provide coverage, auditing, and additional training at hiring events and recruitment events, and/or hard to recruit positions for Certified and non-Certified positions across the agency. The Recruitment Lead will ensure that vacancies are filled in a timely manner and spearhead candidate engagement and experience throughout the hiring process.
* Supervise and Mentor Junior Recruiters
* Provide guidance and training and performance tracking for the Regional Recruiters by holding accountability through metrics and helping Regional Recruiters develop their skills and improve performance to increase candidate applications.
* Track and Compile Recruitment Metrics
* Assist the Recruitment Supervisor with monitoring Regional Recruiter work by reporting on key recruitment metrics to measure effectiveness of recruitment strategies and Recruiter performance.
* Lead Recruitment Activities
* Execute daily operations and recruitment strategy to ensure efficiencies and continued processing.
* Candidate Sourcing & Attraction
* Execute innovative sourcing strategies while continuing to executive proven strategies. Working to ensure job boards, social media and referrals, and professional networks are moving forward.
This is full-time, permanent positions (40 hours per week) with State Benefits.
Note to Current State Employees:
The salary grade for these positions is NC15. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
This position has a direct reporting role with Recruitment Supervisor and/or Talent Acquisition Manager for training, recruitment efforts, and specialized recruitment needs in hard to recruit for positions. Travel will be required with some overnight stays, additionally, overtime on evenings and weekends may occur. Statewide and out of state travel maybe upwards of 70-80%. A State Vehicle will be provided for approved travel in addition to other tools necessary to fulfill the expectations of the position such as a state vehicle, state laptop, state cell phone, printer, gas (WEX) card, recruiting materials and displays, etc.
This position will operate as field-based regional positions but will be responsible primarily for in-person and virtual recruitment activities dependent upon goals and initiatives per the description. Travel for the position maybe 80% on average. A state Vehicle will be provided, and some overnight stay, weekend and evening weekday may be required due to business needs.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
* Demonstrated working knowledge in the interpretation and application of federal laws and State HR laws, policies and practices governing HR.
* Experience in providing supervision as well as work independently in person and regionally (remotely) while managing expectations and time management on deliverables.
* Considerable knowledge and experience of talent acquisition and recruitment initiatives.
* Ability to travel periodically throughout the state as well as possibly working occasional weekend and weekday evening events and out of state events including overnight stays.
* Ability to establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations; and/or decisions within delegated level of authority.
* Data-driven mindset with the ability to interpret and compile recruitment metrics.
* Strong organizational skills with attention to detail
* Proficiency in using recruitment and various HRIS systems

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required;
or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources;
or equivalent combination or education and experience.
