Creates new relationships between the City and members of the Community; fosters existing relations with citizens, local businesses, Council and commission members. Creates and maintains promotional pathways and continued educational programs for employees. This position also performs complex and confidential administrative functions in the Human Resources Division of the Office of the General Counsel. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Staffs the Anti-Racism Task Force. Attends meetings and assists with research, drafts minutes and agendas, promotes task force initiatives. Maintains inventory of promotional giveaway items. In charge of updating the Anti-Racism Task Force's webpage and the webpage for the Office of General Counsel.
- Attends, plans, and follows up on job fairs, community events, networking events and other recruiting opportunities with an emphasis on outreach to communities of color and underrepresented groups with a focus on ensuring inclusion and diversity in the City's workforce. Participates and speaks in front of outreach audiences to promote City initiatives and opportunities.
- Works with relevant online recruiting, hiring, and outreach platforms to increase applicant pools and increase the City's visibility to attract diverse candidates.
- Creates comprehensive strategies including advertising plans, outreach, training, and tracking in collaboration with the Human Resources team.
- Creates and sustains relationships with community organizations, professional associations, diversity organizations, and higher education to use as recruiting sources. Serves as primary point of contact and liaison to provide information on City career opportunities and Anti-Racism Task Force initiatives.
- Conducts market research to understand where external diverse talent pools exist and works collaboratively to explore initiatives to tap into those talent pools.
- Advises and works collaboratively with each department head and supervisor to develop and advertise promotional pathways for employees for job/career advancement.
- Assists the Human Resources team in establishing and maintaining metrics for tracking and reporting diversity Monitors and evaluates effectiveness of practices and recommends adjustments as needed.
- Researches and shares information regarding best practices to create and support a more diverse and supportive environment. Works with the Human Resources team to develop recruitment materials and messaging that promotes the City's diversity and inclusion efforts. Reviews goals and materials with the Office of Equal Opportunity and Diversity Management. Makes recommendations to the Office of Equal Opportunity and Diversity Management regarding hiring goals based on review of recruitment and diversity statistics.
- Assists in the interpretation and administration of City policies, regulations, procedures, and collective bargaining agreements Ensures compliance with federal, state and local requirements.
- Prepares correspondence and documents from rough notes, dictation, and transcription equipment; prepares and types a variety of reports, records, documents, and correspondence. Composes correspondence, and other materials. May assist in the preparation of Memoranda of Understanding (MOUs).
- Assists in the preparation of the annual department/Anti-Racism Task Force budget; pays bills and monitors expenditures; prepares purchase orders, fund transfers, and additional appropriations.
- May provide technical support for the department relating to technology. Develops, monitors, and maintains confidential/restricted files, records, logs and databases; creates new and purges old files; oversees the destruction of department files. May maintain and update manuals, handbooks, or brochures. Performs data entry functions. Assists with automation of records and produces reports from same.
- May assist with the administration and maintenance of the photo identification system and issuing of access cards/key fobs.
- Assists with preparing vacation shutdown claim slips and paperwork required for unemployment compensation benefits. Assists in responding to Department of Labor notices as needed.
- Schedules and coordinates diversity and other training, as well as meetings, and events. Coordinates various office functions, including tracking, monitoring, and setting up general and specialized training for City employees; may provide training directly in addition to outsourcing such training.
- May prepare and distribute board, committee, and commission agenda and minutes; prepares resolutions for Common Council approval.
- Observes strict confidentiality in maintaining restricted records and files and all other operations of the division and department.
- Answers phones and provides necessary assistance; responds to inquiries; takes and relays messages; meets with employees and the public and provides information on department or City procedures; may contact other municipalities and outside agencies regarding department functions.
- Orders office supplies and maintains and monitors inventory; may take annual inventory. May coordinate maintenance and repair of office equipment.
- Performs other duties as assigned or required.
Minimum Training and Experience Required to Perform Essential Job Functions Bachelor's Degree in Public Administration, Human Resources, Labor Relations or a related field with 2 years of recruitment and community outreach experience, experience in community based outreach work preferred; or any combination of education and experience that provides equivalent knowledge, skills, and abilities. - Requires the ability to persuade, convince, influence, train, and monitor, in favor of a desired outcome. Requires the ability to act as a lead person.
- Requires the ability to utilize a variety of reference, descriptive, and advisory data and information, such as financial statements, technical operating manuals, mail, purchase orders, lists, documents, directories, ordinances, statutes, procedures, guidelines and non-routine correspondence.
- Requires the ability to communicate orally and in writing with supervisors and all department personnel, other City departments, vendors, and the public.
Mathematical Ability
- Requires the ability to perform addition, subtraction, multiplication, and division, and to calculate percentages and decimals.
Physical Requirements
- Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer and other office machines and/or related materials used in performing essential functions.
- Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as rapid keyboard use.
- Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.
- Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
