POSITION SUMMARY:
This position functions as the Recruitment and Selection Manager (Assistant Administrator) and leads/oversees the recruitment and employment activities for the County. In this pivotal role, the position will lead the recruitment efforts, working closely with various departments to attract, hire, and retain top talent. This position will play a key role in shaping our workforce strategy, driving recruitment initiatives, and ensuring a seamless and efficient hiring process.
The County consists of approximately 4,000 full and part-time positions, this position will lead/oversee the County's recruitment efforts and oversee a team of professional recruitment and employment services staff. The position requires knowledge of human resources focused on talent acquisition and employment services as well as strong data analytics. The position will collaborate with Departments and Offices throughout the County to initiate and follow through with recruitment and employment service activities in compliance with County policies, regulations, and procedures. The position will report to the Deputy Human Resources Administrator, Compensation and Recruitment.
CLASS DESCRIPTION:
Performs advanced administrative work, which may include supervisory responsibilities, under supervision from an administrative superior. As directed, assists in the overall management of the human resources program and directly supervises one or more major functional activities such as benefits and records administration, classification and pay, or recruitment and selection.Include the following. Other related duties may be assigned.
* Leads/oversee the County's full recruitment lifecycle, including sourcing, screening, interviewing, and onboarding.
* Assists in developing and implementing strategic talent acquisition/recruitment plans to attract top talent across various departments and levels.
* Collaborates with department heads, their designee, and HR liaisons to understand hiring needs and develops tailored recruitment plans.
* Oversee the recruitment screening process including backgrounds reviews and fitness evaluations, conducting new-employee orientation, and other talent acquisition/recruitment and employment service-related activities.
* Analyzes recruitment metrics and trends to optimize processes and enhance efficiency.
* Drafts and presents various memos, reports, and related documents regarding recruitment activities, vacancy reports, workforce demographics, and other related talent acquisition/ recruitment and employment service activities using data analytics.
* Utilizes innovative sourcing techniques to identify and engage qualified candidates, including talent acquisition strategy for succession planning as well as mission critical positions.
* Conduct interviews, assess candidate qualifications, making hiring recommendations, including salary offers to ensure hiring decision reflect salary equity.
* Represents the County at industry events, job fairs, and networking opportunities to promote our employer brand.
* Implements initiatives for creative and innovative sourcing of future employees through job fairs, partnerships with learning and higher education institutions and community organizations.
* Builds and maintains strong relationships with candidates, ensuring a positive candidate experience.
SUPERVISORY RESPONSIBILITIES:
Supervises staff who provide talent acquisition/recruitment and employment services County-wide including but not limited to reviewing applications and resumes to determine if applicants meet the qualifications, preparing and maintaining eligibility lists, onboarding selected candidates.Bachelor's Degree and five (5) years of related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
* Bachelor's degree in Human Resources, Business Administration, or a related field of study.
* Eight (8) years of experience in talent acquisition/recruitment, of which two (2) years was supervising professional Human Resources staff.
* Human Resources Professional Certification from SHRM, HRCI, or other professional organizations (i.e., PHR/SPHR, SHRM-CP/SHRM-SCP, etc.).
* Proven experience leading recruitment within a large government organization.
* Demonstrated experience working with applicant tracking system, NEOGOV, or similar system.
